GENTLEMEN: Your committee on legislative appropriations begs leave to make the following report: We have made a careful estimate of the income and the expenses of the University for the years 1891 and 1892, and the needs of the University for several special expenses, to be provided for by special appropriations as follows:

The matter of a new building for biological museums and classes, estimated to cost $75,000, was discussed at some length, but was referred by the committee to a full Board.
