two term credits in drill practice shall be eligible for corporals; those having three term credits in each shall be eligible for sergeants; and those having six term credits in each shall be eligible for lieutenants and for officers of higher rank. Proficiency and capacity in the military department shall be the basis of promotion in the battalion; Provided, T h a t any serious college censure shall disqualify in this respect. 4. Special military scholarships shall be created, good for one year, to which shall be attached a money value of twenty-two and one-half dollars. Students attaining the rank of commissioned officers shall be eligible for these scholarships, and one scholarship shall be awarded to each such officer actually serving in the battalion, one-third its value to be payable at the close of each University term Your committee recommends t h a t the above report be referred to t h e committee on rules, with instructions to revise immediately all rules relating to the military department on this basis, and t h a t the Faculty be authorized to proceed under them, a t once.

The Committee on Buildings and Grounds m a d e t h e following r e p o r t , which was approved and the a p p r o p r i a t i o n made: To the Board of Trustees of the University of Illinois. GENTLEMEN: Your Committee on Buildings and Grounds has inquired into t h e cost of providing a flag pole and flags for the military department and finds t h a t a pole of Washington cedar, 100 feet above ground may be had for $225; and t h a t a set of flags of government sizes may be had for $55. In order to make the military department more interesting and instructive to the students, the committee recommends t h a t appropriations for the amounts herein be made, and t h a t a flag pole and flags be obtained for use of the military department.

K e n n a r d , when she handed him t h e petition, h a d said t h a t a n o t h e r petition in 1he same l a n g u a g e a n d numerously signed h a d failed t o reach her in season. The Secretary also presented a large number of letters received b y him, relating t o t h e subject of t h e petition:

We, the undersigned, do petition the Trustees of our Alma Mater, t h e University of Illinois, to weigh and consider the question of making this a Co educating as well as a Co-educational institution. A t present, the young women here in attendance are without representation in t h e Faculty of t h e University. Believing t h e highest good to students comes through co-educating influences, we beseech you, O Trustees of the University of Illinois, in t h e name of Reason, Truth, and Justice, and in behalf of the best interests of t h e University and of the State of Illinois, to appoint women to professorships, making them full professors in the said University of Illinois. The petition h a d 36 signatures.
