Appropriates $143,000 to the University of Illinois for the operation of the Institution for Tuberculosis Research. SENATE BILL 249. "An Act authorizing and directing the Medical Center Commission to convey certain real property located in the City of Chicago, Illinois, to the Board of Trustees of the University of Illinois." (Approved by the Governor). Authorizes and directs the Medical Center Commission to transfer to the Board of Trustees of the University the title to the Institution for Tuberculosis Research property in Chicago. SENATE BILL 250. " A n Act to amend Section 2 of 'An Act to provide for the establishment of an Institution for Tuberculosis Research, to prescribe the powers and duties of various public bodies in relation thereto, and to make appropriations in connection therewith.'" (Approved by the Governor). Transfers the management and control of the Institution for Tuberculosis Research to the Board of Trustees of the University. T h e management of the I n stitution heretofore has been carried on jointly by the Municipal Tuberculosis Sanitarium and the University. Other Legislation SENATE BILL 80. "An Act to amend Section 125 of the 'Illinois Insurance Code.'" (Approved by the Governor). Permits domestic insurance companies to invest funds in University of Illinois revenue bonds. SENATE BILL 276. "An Act to amend Section 7 of 'An Act to provide for the organization and maintenance of the University of Illinois.' " (Approved by the Governor). Authorizes the Board of Trustees to make payments to local governments in lieu of real estate taxes on certain University properties.

SENATE B I L L 323. "An Act to amend Sections 5, 8, 8*4, and 23 of 'An Act

in relation to State finance.'" (Approved by the Governor). Amends the State Finance Act to eliminate special funds including the old University of Illinois Fund, formerly known as the "Mill T a x Fund." (This should not be confused with the University Income Fund.) T h e University formerly derived part of its revenues from the mill tax, a t a x on real and personal property. T h e Act of 1933 establishing the Retailers' Occupation T a x (Sales T a x ) provides that revenues from this t a x shall be paid into the funds previously established and maintained by revenues from property taxes. The elimination of the Mill T a x and other special funds by Senate Bill 323 is of no significance so far as revenues are concerned but it will simplify to some extent the business operations of the State government. HOUSE BILL 421. "An Act to amend Section 36a of 'An Act to regulate the civil service of the State of Illinois.'" (Approved by the Governor). Returns University of Illinois Civil Service to pre-World W a r basis by eliminating wartime regulations relating to certification; permits waiving of State residence requirement for technical positions. H O U S E BILL 984. "An Act to amend the title and Sections 1, 2, 3, 4, and 5 of 'An Act in relation to the founding and operation of Research and Educational Hospitals of the State of Illinois.'" (Vetoed by the Governor). Changes the name of "Research and Educational Hospitals" to "University of Illinois Hospitals." SENATE BILL 210. "An Act to amend Section 3 of 'An Act to establish a surgical institution for children.'" (Vetoed by the Governor). Requires the University of Illinois to provide education for children who are patients in the Illinois Surgical Institute for Children. SENATE BILL 126. "An Act to amend Sections 30-9 and 30-10 of 'The School Code.'" (Approved by the Governor). Provides that failure of a member of the General Assembly to make a nomination for a University of Illinois scholarship in any year will not cause that scholarship to lapse, but the member may make a nomination for such scholarship at any time before the expiration of his term.
