In determining these salary ranges, consideration was given to (1) present salaries and wages paid by the University, (2) comparable salaries paid for similar work in other public institutions in the middle west and particularly in the State of Illinois, (3) the prevailing rate most frequently paid in the community, (4) the current trend of supply and demand in the labor market, (S) comparative difficulty and responsibility of the various positions and their comparative value to the University, and (6) to some extent the cost and standard of living. A minimum salary rate and a maximum rate have been placed on each classification. T h e minimum rate is considered the lowest rate that any employee should receive for performing the work of that classification and is generally considered the starting rate for that classification. These rates are for full-time service, and part-time rates should be computed as a proportionate amount of these rates. Salary increases should be approved in orderly steps of $5, $10, $15, or $25 a month, except where the University is obliged to meet the prevailing rate in the community. Under present economic conditions it seems apparent that adjustments in the compensation plan may be necessary from time to time. T h e salary range for each classification should be under more or less constant study to determine any necessary changes. T h i s m a t t e r w a s r e f e r r e d t o t h e C o m m i t t e e o n Civil S e r v i c e a n d E m p l o y e e s for study and r e c o m m e n d a t i o n . CIVIL SERVICE CLASSIFICATIONS (35) On January 24, 1942 (Minutes, page 749), the Board of Trustees approved 121 classifications in the University Civil Service. This was a partial list and it was understood that additions and changes would be made at a later meeting, since a complete list of classifications could not be submitted at that time due to the necessity of further study, and new classifications have subsequently been found necessary. T h e University Civil Service Committee has now completed its initial classification work and recommends that additional classifications (167 in number) be established. This group includes executive and semi-executive positions, foremen, tradesmen, mechanics, clerks, attendants, storeroom employees, and a few miscellaneous classifications. I recommend that this be referred to the Committee on Civil Service and Employees. T h i s matter w a s referred as recommended.
