Since these prices are in excess of the limit authorized by the Board of Trustees (25 per cent above the appraisal by the Chicago Real Estate Board), the recommendations are hereby submitted to the Board for further instructions. I also submit a schedule outlining the present status of this property acquisition program as a whole, showing anticipated prices. As this schedule shows, it will be possible to acquire this property within the State appropriation for this purpose even if it is necessary to pay the maximum prices. The Director of the Physical Plant Department concurs in the recommendations of Farr and Company, and I approve. Certain representatives of property owners spoke on this matter. O n motion of M r . Davis, the purchase of the properties at 920 South W o o d Street and 1834 Taylor Street was approved, and the schedule of acquisition was referred to the Committee on Buildings and Grounds for consideration.

APPROPRIATION FOR ORCHARD STREET STORM DRAIN IMPROVEMENT

(31) At its meeting on October 21, 1941 (Minutes, page 678), the Board of Trustees accepted the University's share of the cost of the Orchard Street storm drain improvement, which was estimated at $3,722. I recommend that an appropriation of $3,722 be made from the General Reserve Fund and that the Board of Trustees authorize payment of this amount to the City of Urbana for the University's share of the cost of this improvement. On motion of M r . Jensen, this payment was authorized and the appropriation was made as recommended, by the following vote: Aye, Mr. A d a m s , M r . Cleary, M r . Davis, M r . Fornof, M r s . Grigsby, Mr. Jensen, M r . K a r r a k e r , M r . Livingston, Dr. M e y e r ; no, n o n e ; absent, Mr. Green, Mr. Wieland.

RETIREMENT OF H. L. WINGFIELD

(32) A recommendation that H. L. Wingfield, Laborer in the Department of Horticulture, be retired for physical disability, effective April 25, 1042, with an annual disability retiring allowance of $623, in accordance with the University Statutes. Mr. Wingfield has been in the service of the University since April 2, 1928, and he is suffering from organic heart disease. The University Health Officer has certified that he will not be able to resume his work even if he makes a partial recovery from his present condition. Since he became disabled and unable to perform his duties prior to March 1, 1942, he can not be retired under the University Retirement System of Illinois, but is eligible for retirement for disability under the old retirement system. I recommend approval. O n motion of Mr. Davis, this retirement was authorized as recommended.

APPROPRIATION TO CHICAGO 1LL1N1 UNION BUILDING

(33) At its meeting on October 21, 1941 (Minutes, page 680), the Board earmarked $4,462 in the General Reserve Fund for the operation of the Chicago Illini Union Building, but the amount was not appropriated. The Director of the Physical Plant Department now requests that the appropriation be made, and I concur. O n motion of Mr. Davis, this appropriation was made as recommended, by the following vote: Aye, Mr. Adams, Mr. Cleary, Mr. Davis, M r . Fornof, M r s . Grigsby, Mr. Jensen, Mr. K a r r a k e r , Mr. Livingston, D r . M e y e r ; no, n o n e ; absent, Mr. Green, M r . Wieland.

MINIMUM AND MAXIMUM SALARIES OF CIVIL SERVICE STAFF

(34) The University Civil Service Committee recommends a schedule of minimum and maximum salaries for the various classifications in the University Civil Service.
