these formulae require the use of official enrollment figures for the 1968-69 fall term, which will not be available until about October 10. Hence the requests in Part II categories can not be prepared until after that date. The proposals under Part I categories, however, are not directly related to 1968-69 enrollment figures and they can be formulated and reviewed earlier. Reflecting its organizational structure, the University's requests for 1969-71 budget increases in the Part I categories will be presented separately for each of its three campuses and for University-wide programs. The total amounts requested for the four administrative units, under the several budget categories of Part I, are summarized in the next section (Section I I ) . In addition to the budget totals, the major improvements and new developments proposed for 1969-71 are briefly identified. Detailed descriptions of the campus and all-University requests are then presented in Sections I I I (Chicago Circle campus), I V (Medical Center campus), V (Urbana-Champaign campus), and V I (general University programs). II. Summary of Increases Requested for Part I of Biennial Budget for Operations—1969-71 The increases in operating funds requested for 1969-71 under each of the four budget categories of Part I are summarized in Table I — with breakdowns showing campus and University-wide totals. The overall total of $23,834,423 is less than half the amount originally proposed by the various administrative units. Reductions were made in the light of extensive discussions among administrative officers and after review by the University Budget Committee. 1 Operating Costs of N e w Buildings and Other Space A total of $5,054,491 is requested for the operation and maintenance of the following buildings: (a) fourteen new buildings (including major additions) to be occupied during 1969-71, and (b) four buildings completed and occupied during 1967-69 but for which maintenance funds for a full biennium have not yet been provided. These structures have all been financed through the Illinois Building Authority. The total also includes funds for the operation and maintenance of: (a) several minor structures that have been constructed by the University from general-revenue appropriations, and (b) new parking facilities and rental space. The amounts requested have been determined in accordance with procedures outlined in the instructions for budget preparation issued by the Office of the Board of Higher Education. The following are the new buildings to be used for the first time during 1969-71: Chicago Circle Behavioral Sciences Center Education and Communications Building Physical Education Building Science and Engineering Building Medical Center College of Dentistry Building College of Nursing Building Medical Research Laboratory Addition Office Building Urbana-Champaign Foreign Languages Building Freer Gymnasium Addition Library — Fifth Stack Addition Music Building Natural History and Geological Survey Building (administered by the Illinois Department of Registration and Education but maintained by the University) Small Animal Clinic and Hospital
