underway and in accord with established University procedures. Some of the individuals involved were not students, and are being dealt with by the civil authorities. The Board expects to receive promptly a full report on the disposition of the disciplinary aspects of the disturbance, and this report will be made available to those who wish to receive it. BIENNIAL OPERATING BUDGET FOR 1 9 6 9 - 7 1 PART I (2) Submitted herewith is P a r t I of the biennial operating budget for 1969-71, being the estimates of state appropriations required by the University during the biennium. These provisional budget estimates have been prepared by the Executive Vice President and Provost and the Vice President and Comptroller in consultation with the University Budget Committee, 1 with the Chancellors and other administrative officers concerned. I recommend approval of these budget estimates by the Board of Trustees for filing with the State Department of Finance, as required by law, and for presentation to the state administration, the Board of Higher Education, and other state agencies involved in budget considerations. I. Introduction The request of the University of Illinois for increases in appropriations for operations during 1969-71 follows a format and guidelines issued by the staff of the Illinois Board of Higher Education. The following categories have been established for the classification of budget proposals : I. Adjustments to the Base Budget II. Statutory Increases I I I . Salary Adjustments IV. Increased Enrollment V. Operating Costs of New Buildings VI. Price Increases V I I . Refunds V I I I . New Programs IX. Program Improvements and Expansion X. Other Specific Items In order to facilitate its review of budget requests for 1969-71, the Board of Higher Education has asked the state universities to submit their proposals in two parts and by two corresponding dates : 1. Part I, consisting of Sections V, V I I I , IX, and X in the preceding list — to be submitted by October 1, 1968. 2. Part II, consisting of the remaining sections (I, I I , I I I , IV, VI, and V I I ) — to be submitted by November 1, 1968. Most of the categories in P a r t II are related to budget formulae or procedures developed by the staff of the Board of Higher Education, in consultation with a Budget Formula Committee consisting of institutional representatives.
