engaged in defense services, either in training or in actual emergency operations. The recommendation came up from the University Council of Defense, which is providing for the training of several hundred staff members and other employees in all official categories of civilian defense service. T h e question involves responsibility for personal injuries or damages to private automobiles when used in defense service. T h e Board referred this to the University Counsel for his opinion on the powers of the Board to assume this liability under war conditions as well as under preparatory training conditions. The University Counsel has advised that in his view the Board has the legal power to assume the liability in question. Copies of his opinion were sent to all members of the Board in advance of this meeting, and a copy is hereby given to the Secretary of the Board for record.

On motion of Mr. Davis, the Board authorized assumption of liability for personal injuries and property damage in all cases of University employees resulting from their services in the University Civilian Defense Corps whether in actual incidents or in training.

QUARTERS FOR NAVAL TRAINING SCHOOL FOR DIESEL ENGINE OFFICERS (10) T h e United States Navy desires to establish a training school for Diesel Engine Officers at the University of Illinois, for approximately 300 commissioned officers, instruction to begin September 14. T h e instruction will be under the Engineering, Science, and Management W a r Training P r o g r a m at the University, the cost of which is paid from Federal funds through the United States Office of Education. The Navy has requested that the University provide housing and training facilities. T h e Navy has been offered and has accepted the Mary E. Busey and Laura B. Evans Residence Halls on Nevada Street for housing and messing. T h e West Hall of the Memorial Stadium will be used for the instructional program. T h e President of the Board was consulted about these arrangements in advance and approved them. I request confirmation of this action. O n m o t i o n of M r . CONTRACTS FOR BUILDING REMODELING FOR NAVY DIESEL ENGINE SCHOOL (11) Pursuant to authorization by the Board of Trustees on July 25, 1942 (Minutes, page 17), orders have been placed as follows with contractors for the building remodeling necessary in the Stadium and Men's Residence Hall to provide the housing and instructional facilities for the Naval Training School for Diesel Engine O p e r a t o r s ; the award in each case is to the low bidder.
