T h e Chairman of the Committee on Buildings and Grounds was notified of these changes and he authorized Mr. Newton C. F a r r , who has been representing the Board of Trustees in these matters, to open negotiations with owners of the new area to be acquired, and renew negotiations with others. T h e University has entered into agreements with the owners and tenants of these lands whereby the latter have granted representatives of the University permission to go upon the lands for the purpose of making engineering surveys and appraisals, and the University agrees to compensate them for any damages to the crops or other property. These arrangements were necessary so that the CAA could begin making engineering surveys immediately, and it requires the sponsor to secure such permission. T h e action of the President and Secretary of the Board in executing these agreements should be confirmed by the Board. T h e University has also received the following proposal from the Civil Aeronautics Administration: August 7, 1943 Dr. Arthur Cutts Willard President, University of Illinois Urbana, Illinois

The Airport Approval Board, composed of the Secretaries of War, Navy and Commerce, has approved a project for the construction of an airport at Champaign ( U r b a n a ) , Illinois and the sum of $600,000 has been tentatively allocated for this purpose. It will be necessary for the University of Illinois to acquire and hold in fee simple title the necessary property for this development and to enter into an agreement with the Civil Aeronautics Administration to operate and maintain the completed airport facilities in the public interest. T h e CAA reserves the right to determine the character and extent of the improvements to be made. You will undoubtedly be approached by salesmen of various paving materials producers who will urge you to insist upon the use of their materials exclusively for the runway pavement. They will probably urge you to contact your Senator and Representatives and insist that this Administration use a certain type of pavement. Under the general policy pertaining to the selection of paving types for airport projects constructed under the airport program of this Administration, the type or types of paving selected for the receipt of bids is determined only after
