a full investigation of local soil conditions, the availability of natural construction materials and other engineering factors essential to the proper determination of the types of runway pavement adequate and suitable to do the job at a specific airport. Designs for the alternate types are then drawn up in accordance with the standard design policies governing our program, bids are received, and the type selected determined by the low bid. Either of the alternate types designed are considered by our engineers adequate to carry the loads anticipated. We exercise no preference between the types. We know that the alternate types selected for the receipt of bids will provide adequate safe and durable runways and will satisfactorily perform the service required at any specific location. This offer of sponsorship is made on the basis that the Federal Government reserves the right to determine the extent and character of the improvements made, and if the University of Illinois is unwilling to enter into the sponsorship of the project on this basis, it is requested that you notify us within 10 days in order that we may make recommendations to the Airport Approval Board to substitute a project at another location where sponsorship requirements will be met in accordance with the stipulations contained herein. It is understood that if the University of Illinois agrees to sponsor this project they will leave to this Administration the determination of the extent and character of the improvements to be made. The President of the University has replied to this letter as follows: "This is in reply to your letter of August 7, advising that the Airport Approval Board has approved the construction of an airport at Champaign-Urbana, Illinois, and has tentatively allocated $600,000 for this purpose under the conditions stated in your letter. "The University of Illinois agrees to sponsor this project on the basis you have outlined. W e recognize that the CAA must reserve the right to determine the character and extent of the improvements to be made and paid for from Federal funds provided for that purpose. Since these improvements will be made on land purchased with funds provided by the State of Illinois and the title to which will be in the University, we assume that officials of the University will be consulted about these improvements and will be given an opportunity to submit any information and advice which is pertinent to problems of design before the specifications are issued. I mention this only because the airport project at this institution is being developed for research as well as for educational and training purposes. W e should like to be in a position to take advantage of any opportunity for research on problems of airport construction which will be an advantage not only to the University but to the CAA in connection with other projects." This matter is submitted for the information of the Board and for record.
