592 POARD OF TRUSTEES [May u In as much as the Electrical Engineering Society is now extinct, the organization which has replaced it, The Student Branch of the American Institute of Electrica) Engineers, requests that the name of this fund be changed to T H E E L E C T R I C A L E N G I N E E R I N G L O A N F U N D ; and that since students in the curriculum in Engineering Physics now participate in the work of the organization, such students be extended the same rights to secure loans that students in Electrical Engineering have. O n motion of M r . Armstrong, this recommendation w a s adopted. A t this point, M r . Barrett, being called from the room, asked M r . Armstrong to take the chair. CARTER-PENNELL FARM DRAINAGE PROJECT (9) A recommendation that a payment of $100 be made from the North CarterPennell Trust Farm income for a drainage project which is being promoted by the Village of Rankin. O n motion of M r . Barr, this p a y m e n t w a s authorized, b y the following vote: A y e , M r . Armstrong, M r . Barr, M r s . Grigsby, D r . Noble, M r . Trees, M r . Williams; no, none; absent, M r . Barrett, M r . Blair, M r . E m m e r s o n , M r s . Hopkins. A t this point, M r . Barrett returned. USE OF FLINT OIL DUST INSECTICIDE METHOD BY ILLINOIS ORCHARDISTS (10) On February 6, 1931 (Minutes, page 174), Professor W . P. Flint, Chief Entomologist of the State Natural History Survey and Entomologist of the Agricultural Experiment Station, was authorized to apply Iot a patent on his method of making certain types of dusting insecticides with oils, which patent has since been assigned to the University. The Niagara Sprayer and Chemical Company of Middleport, N e w York, has been authorized to manufacture and sell insecticidal oil dusts made under this formula. Professor Flint reports that some orchardists in Illinois have equipment for making such dusts for use in their orchards and he recommends that they be permitted to use his method. O n motion of M r . Trees, this privilege w a s granted to the orchardists of Illinois, for their o w n use only, a n d not for sale, for a period of five years, subject to a n y existing agreements. STATUS OF STADIUM FUND (11) A recommendation that the Stadium Fund which heretofore has been handled as a separate fund with its own treasurer be deposited with the University Treasurer as a trust fund and that the Comptroller be authorized to turn over the net receipts of the fund, after deduction of collection expenses, to the Athletic Association until such time as the advance made by it for the completion of the stadium has been fully covered, with the understanding that the matter be kept alive. O n motion of M r . Barr, this recommendation w a s approved. REVISED STATUTES OF THE UNIVERSITY (12) O n September 29 and November 16, 1931 (Minutes, page 418 and 485), the Board of Trustees adopted certain Statutes for the educational organization and administration of the University as recommended by the University Senate and as amended by the Board on June 26, 1931 (Minutes, page 284). The University Senate at its various meetings held during the present academic year has adopted certain supplementary provisions, and it recommends that the following Statutes be adopted and that all conflicting statutes and rules be herewith repealed: Appointments All appointments, reappointments, and promotions of members of the staff shall be made by the Board of Trustees, on recommendation presented by the President. Appointments shall be made on the merit basis, solely with respect to the special fitness of the individual for the work demanded in the position.
