REVISED S T A T U T E S O F T H E UNIVERSITY

(3) A recommendation that the following sections, Nos. I to 15 (Sections Nos. 1 to 36 as originally submitted) of the proposed University statutes as recommended by the University Senate and as amended by the Board of Trustees on June 26, 1931, be adopted and that all conflicting statutes and rules be herewith repealed: UNIVERSITY OF ILLINOIS STATUTES The President of the University 1. The President shall be the chief executive officer of the University and a member of the faculty of each college and school therein. H e shall be elected by the Board of Trustees and his term of office shall be at the pleasure of the Board. The President shall attend the meetings of the Board and participate in its deliberations. H e m a y act with freedom within the lines of general policy approved by the Board on his recommendation, but in any particular matter on which the Board has passed he shall follow the specific action taken. With the advice of the Council, he shall prepare the annual and biennial budgets for presentation to the Board of Trustees. H e shall recommend to the Board suitable persons for positions in the University, and in case of exigency he m a y make appointments so that the work of the University shall not be interrupted, but such appointments shall be subject to confirmation by the Board. The President shall be responsible for the enforcement of the rules and regulations of the University. H e shall make such recommendations to the Board and the Senate as he m a y deem desirable for the proper conduct and development of the work of the University. H e shall be the presiding officer of the Senate. H e shall issue diplomas conferring degrees, but this shall be done only on the recommendation of the Senate and by authority of the Board of Trustees. General Administrative Officers 2. (a) One or more general administrative officers m a y be appointed by the Board of Trustees on the recommendation of the President of the University, to assist the President in such matters as he m a y designate. (b) The Provost, or such general administrative officer as m a y be designated by the Board of Trustees, shall exercise the functions of the President in his absence, and shall at all times be of such assistance to the President as he can by the exercise of such functions as the latter m a y delegate to him.

The Senate

3. (a) The Senate shall consist of the full professors of the University, the President, the Provost and/or the general administrative officers provided for in Section 2, the Dean of the Graduate School, the deans of the colleges, the directors of schools, the Director of the Library, the Deans of M e n and W o m e n , the Commandant, the Registrar, the Director of the University Press, the High School Visitor, the acting chairman or acting head of each department, the Supervising Architect, the Director of Physical Welfare, and the Comptroller. Members of the teaching and research staffs w h o have been retired shall be entitled to the privileges of the floor at all meetings of their faculties and of the Senate, if they were members of the Senate before retirement, but shall not be entitled to vote. (b) The Senate shall exercise legislative functions touching the educational policy of the University and shall make such rules and regulations as it m a y deem desirable to promote the educational interests of the University. (c) Requirements for admission to the University and to the several colleges and schools, general requirements for degrees and certificates, questions of general educational policy, relations between colleges or schools, changes in the amount, character, or quality of work required for admission to the colleges or schools, and changes in the total number of hours required for degrees or certificates shall be determined by the Senate and shall take effect on approval by the Board of Trustees.
