"An Act to make appropriations for the University of Illinois, and providing for the management of the funds of said University and for the protecting of the interest of the State in connection therewith," approved and in force June 11, 1897, the sum of thirty-two thousand five hundred dollars ($32,500) per annum, or so much thereof as may be necessary under the terms of said Act. Sec. 5. Upon the Order of the President of the Board of Trustees of the University of Illinois, countersigned by its Secretary and with the corporate seal of said University attached thereto, the Auditor of Public Accounts is herewith authorized and directed to draw his warrants on the State Treasurer for the sums appropriated in Section 4 of this Act. Sec. 6. Whenever there is not sufficient money in the University of Illinois Fund to meet the appropriations made in Section 1 hereof out of that fund, the Auditor of Public Accounts is hereby authorized to pay said appropriations out of the General Revenue Fund. Any amounts thus paid out of the General Revenue Fund shall be reimbursed to that fund from the University of Illinois Fund whenever money is received into the University of Illinois Fund.

Sterling Governor President of the Senate Senate Bill 261 An Act appropriating to the University of Illinois the money granted by an Act of Congress, approved August 30, 1890, entitled, "An Act to apply a portion of the proceeds of the public lands to the more complete endowment and support of the colleges for the benefit of agriculture and the mechanic arts, established under the provisions of an Act of Congress, approved July 2, 1862," and the money granted by an Act of Congress, approved March 4, 1907, entitled "An Act making appropriations for the Department of Agriculture for the fiscal year ending June 30, 1908." Be it enacted by the People of the State of Illinois, represented in the General Assembly: Section i . That the sum offiftythousand dollars ($50,000) per annum, or so much thereof as shall accrue to the State of Illinois under the provisions of an Act of Congress entitled, "An Act to apply a portion of the proceeds of the public lands to the more complete endowment and support of the colleges for the benefit of agriculture and the mechanic arts, established under the provisions of an Act of Congress, approved July 2, 1862," approved August 30, 1890, and an Act of Congress entitled, "An Act making appropriations for the Department of Agriculture for thefiscalyear ending June 30, 1908," approved March 4, 1907, during the two years beginning Julyfirst,1931, is hereby appropriated to the University of Illinois. Whenever any portion of said sum shall be received by the State Treasurer from the United States, it shall immediately be due and payable into the treasury of the University of Illinois. Section 2. Upon the order of the President of the Board of Trustees of the University of Illinois, countersigned by its secretary and with the corporate seal of said University attached thereto, the Auditor of Public Accounts is hereby authorized and directed to draw his warrants on the State Treasurer for the sums appropriated in Section 1 of this Act.
