(10) A report for record that the Secretary of the Board has received from Brown, Jackson, Boettcher, and Dienner assignments of patents from Ellery B. Paine, Hugh A. Brown, and Joseph Tycocinski-Tykociner, covering their applications No. 504,045 — a n improvement in method of and means for testing insulation, Case 1; and No. 504,046—an improvement in method of and means for testing cables, Case 1. REPARATIONS ON ACCOUNT OF EXCESSIVE COAL. FREIGHT RATES

(11) The following report from the Legal Counsel: January 23, 1931 President H . W . Chase, 355 Administration M y dear President Chase: Sometime ago the Board of Trustees authorized m e to institute proceedings before the Illinois Commerce Commission to obtain an adjudication that certain coal freight rates were excessive and that reparations were due from certain carriers to the University on account of past collections of excessive, unreasonable and discriminatory rates on coal consigned to the University. I prepared the necessary papers, and we have had two or three hearings, with the result that on October 7, 1930, an order was made finding such rates unreasonable and also decreeing that the University was entitled to reparations from the carriers. The amount as calculated in the Business Office is about $24,000, perhaps a trifle more. O n December 9, this order was affirmed by the Commission and the carriers were given until January 1, to file certain statements. This they have not done, although the time has expired. If the carriers do not comply with this part of the order it will be necessary for the University to commence proceedings in the Circuit Court to enforce this award of the Illinois Commerce Commission. (i 2) A report of the approval of the following purchases, amounting to $1000 or over, since the last report was made to the Board: 1. Contract with the Reliable Plumbing and Heating Company for the installation of a ventilating system in the proposed new handball courts in the Men's N e w Gymnasium at a price of $1573. A n appropriation of Jio.ooo was made by the Board at the last meeting to cover half the cost of these courts; the Athletic Association has made a similar appropriation for this purpose. 2.
