To the Board of Trustees of the University of Illinois: At a special meeting of J a n . 17, 1911, t h e Board of Trustees referred to its F i n a n c e Committee, with power to act (page 62), a communication from t h e r e g i s t r a r recommending a modification of t h e present regulation {University of Illinois Statutes, 1908, page 25, section 33Z) in- regard to t h e reports prepared by t h e R e g i s t r a r ' s office of fees payable- by t h e s t u d e n t s of .the University. T h e object of the proposed change w a s to provide for r e p o r t s t h a t would be m o r e useful to t h e Auditor and to t h e Board of T r u s t e e s t h a n t h e old form of report h a s proved to be. T h e proposed r e a d i n g of the regulation i s : . T h e r e g i s t r a r shall keep detailed records of all t e r m fees, tuition, and other financial obligations of students imposed by their attendance upon t h e University, with t h e a m o u n t s in- each case; shall submit these original records for a u d i t i n g at t h e t i m e when t h e accounts of t h e t r e a s u r e r and
