1911] PROCEEDINGS OF THE BOARD OE TRUSTEES. 435 statutes of the board, subject to such limitation as may be made in the appointment of a junior dean, and with special authority over all matters relating to the clinical years. That a junior dean be appointed, who, with the persons who give instruction in the freshman and sophomore years, shall constitute the faculty of junior college; this faculty to be responsible for the work of instruction and administration in the first two years of the college; and that the instructors of professorial rank shall constitute the executive faculty of the junior college, and shall have entire control of recommendations for the promotion of students from the freshman to the sophomore class, and from the sophomore to the junior class.* That the clinical faculty shall consist of the senior dean and the persons who give instruction in clinical work; and that the instructors of professorial rank shall constitute the executive faculty of the senior college, and shall be entrusted with full power in regard to the promotion of students from the junior to the senior year and the recommendation of students for graduation. That all matters of general interest to both the Junior and Senior colleges shall be discussed in a meeting of the general faculty consisting of the faculties of both colleges; and that all recommendations in such matters shall be made by the combined executive faculties of the Junior and Senior colleges under the chairmanship of the senior dean. That the following fundamental departments be organized in the junior college, covering the subjects indicated by the titles, namely, anatomy, physiology and pathology; that the other subjects of the junior college shall be grouped for the present about these three subjects, in so far as is feasible or suitable; and that an experienced scholar and teacher shall be appointed as the head of each of these departments, who shall be responsible in a general way for the organization and administration of his respective department; these men, together with the junior dean and the other instructors in the college, to constitute the faculty of the junior college. That the president of the University be authorized to draw up a scheme of organization for the coming year which shall be considered adopted by the Board of Trustees when approved by the Executive Committee of the board. I t was voted to approve these recommendations. THE BUDGET. 7. The budget of the University for the year 1911-1912. The budget was presented in full and discussed at some length, but no action in regard to it was taken at this point. See page 439. ^APPROPRIATION OF BALANCES. 8. A recommendation that the unexpended balances of the various departments of the University be re-appropriated for the year 1911-1912 for the same purposes as those for which they were originally appropriated, subject to the approval of the president of the University. This recommendation was approved. • ENGINEERING LABORATORY FEES APPROPRIATED TO THE COLLEGE. 9. A recommendation that the,proceeds of laboratory fees, commercial testing, and sales in the College of Engineering during the fiscal years 19111912, to an amount not exceeding the sum of eleven thousand seven hundred fifty dollars ($11,750.00), be appropriated to the uses of said college. * The admission of students to the Colleg. of Medicine shall be in charge of the registrar of the University in exactly the same way in which the admission of students to other departments is in charge of this officer.
