After a full discussion of this matter, in the light "of considerations presented by Mr. Moulton and by Mr. Merritt Starr, chairman of the Executive Committee of the Cook County Civil Service *Keform Association, both of whom had taken luncheon with the members of the board, it was voted, on motion of Mr. Meeker: That the president of the University be authorized to send the State Civil Service Commission a copy of the University pay roll; that he indicate to the commission which classes of positions should, in the judgment of the board, be exempt from classification under the proposed civil service law, including educational and scientific positions, positions involving educational and scientific qualifications, positions wherein administrative duties are combined with work of an educational or a scientific nature, officers of the Board of Trustees, certain confidential positions, and temporary or part time positions commonly filled by students earning their way in college; and that the president be requested to add that the University has a merit system of its own, provided for. in its Statutes [Univ. of III. Statutes, p. 8, section 16], and in successful operation for many years, and heartily endorses the proposed further application of the principle in the law of the State. After some discussion of the appropriations to be asked from the General Assembly, another recess was taken.

When the board reconvened after the recess the same members that were present at the afternoon session were in attendance. President James was present.

CONSIDERATION OF APPROPRIATIONS.

On motion the board went into committee of the whole for the consideration of the appropriations to be asked from the legislature. The Committee qf the Whole, at the close of its meeting, reported to the board the recommendation that the board ask from the FortySeventh General Assembly, for ordinary running expenses (and maintenance of the plant, sums amounting to $2,201,000, to be comprised in a General University Bill. (This recommendation was reaffirmed without change by the Committee of the Whole at the afternoon session of January 26, 1911, and the itemization of the bill is given below at that point, p. 76.) The foregoing report of the Committee of the Whole was received for record. It was voted to adjourn to meet at the University in Urbana, on Wednesday, January 25, 1911, to attend the unveiling of the portrait —5 U
