Because there was a delay in the release of funds, a contract with Sargent & Lundy was not executed. The Architecture Selection Committee of the Capital Development Board has proposed that the in-house staff of the Capital Development Board provide the engineering services for this project at no cost to this project or to the University. After discussions with the in-house staff to be assigned to this project, it appears that the staff has the expertise to provide the required services. As provided in the Capital Development Board Act, the University will approve the plans and specifications before the project is bid. Funds for this project have been released to the Capital Development Board. The President of the University, with the concurrence of appropriate administrative officers, recommends concurrence in the proposal of the Architecture
