Petition to the Legislature 615 Entertaining these views, the undersigned respectfully ask your Honorable Body to give effect to the opinion herein expressed, if, in your discretion, it shall seem meet, and to that end to pass a law establishing an institution for instruction in the mechanic arts at Chicago, to carry out, in part, the provision of the Act of Congress of July 2d, 1862.
