ENGINEERING SERVICES O N N E W LAW BUILDING (33) Professor A. M. Richardson of the Department of Architecture has prepared design studies and models of the new Law Building. These studies have been accepted. T o carry forward the architectural studies by the preparation of working drawings and specifications, it is now proposed to continue Professor Richardson's services, supplemented by the architectural staff of the Physical Plant Department. This practice was followed prior to World W a r I I . In addition, there is a need for consulting services on the structural engineering and electrical work. T h e Director of the Physical Plant and the Comptroller recommend that the firm of Balke and Clark, Cincinnati, Ohio, be retained for this purpose on the following terms: Services of Mr. Balke or Mr. Clark at the rate of $6.00 per hour. Services of a designer or draftsman at regular hourly rates for the actual hours spent on the project. T o both of the above will be added 100 per cent for overhead costs and commission. Travel expenses and long distance telephone calls will be paid for at actual cost. All other costs are included in the allowance for overhead and commission. Total payments for such consulting services are estimated at $5,000. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract. PAYMENTS TO CITY OF URBANA FOR STREET LIGHTING AND FIRE HYDRANT SERVICES (34) For some time officials of the city of Urbana have been urging the Physical Plant Department to concur in a proposal that the University assume a share o£ the operation and maintenance costs of Street lighting and fire hydrant services provided by the city on streets contiguous to the main campus of the University in Urbana. The Director of the Physical Plant Department and the Comptroller, with concurrence of the Legal Counsel, now recommend that the University assume, effective as of October 1, 1951, its share of such costs as follows: Street Lights 1. For low-level intensity street lighting, $10 per standard per year. 2. For high-level intensity street lighting, $20 per standard per year. T h e number of standards to which these rates will be applied will be calculated on the ratio of University-owned total street frontage, exclusive of that upon which the University pays taxes or makes full payment for services, except that in the case o£ the Student-Staff Apartments (where the University now makes payments for services in part) only one-half of the total frontage will be included. Total cost per year for present installations $834 Fire Hydrants Six locations, at SO per cent annual rental cost — annual payment 60 Total Per Year $894 Funds for payment prior to July 1, 1953, are included in reappropriated balances as of that date from state appropriations for 1951-1953 (available until September 30, 1953) and for 1953-1955 in the current operating budget for the Physical Plant Department.
