APPROPRIATIONS BY THE ATHLETIC ASSOCIATION (31) The Board of Directors of the Athletic Association has made the following assignments of funds which represent changes in its budget and are therefore subject to approval by the Board of Trustees: For roofing areas over the east and west columns of Memorial S t a d i u m . . . $ 4 620 To reimburse the Alumni Association for services rendered the Athletic Association during 1952-1953 3 000 For travel expenses of the University Band to Columbus, Ohio, for the Ohio State game, October 10, 1953 4 750 For the expenses of participants in the National Collegiate Athletic Association track meet in Lincoln, Nebraska, June 20, 1953, and in the Western Intercollegiate Conference — Pacific Coast Conference track meet in Ann Arbor, Michigan, June 23, 1953 2 000 Total $14 370

On motion of Mr. Herrick, the action of the Board of Directors was confirmed.

CONTRACTS FOR COAL PURCHASES

(32) Bids on uniform specifications have been taken on the purchase of 41,000 tons of coal screenings for delivery to the Abbott Power Plant during the period of September I, 1953, to May 31, 1954. The lowest bidder is A. Zamberletti who has recently taken over sole ownership of the V-Day Coal Company near Danville. No bids have been received from this mine in prior years because it was not equipped to ship by rail. Plans have been completed to install a railroad siding and both the mine owner and the New York Central Railroad have assured the University that the siding will be completed by September 1, 1953. Representatives of the Physical Plant Department, the Purchasing Office, and Professor R. G. Wuerker of the Department of Mining and Metallurgical Engineering have inspected the mine and its equipment and are of the opinion that the mine can produce coal of the quality and quantity specified. The contract will provide for price adjustments and a performance bond is required. The Director of Purchases, the Comptroller, and the Director of the Physical Plant recommend awards of contracts to the lowest bidders Arthur Zamberletti, doing business as the V-Day Coal Company, Danville, Illinois, for 30,000 tons at $3.57 per ton f.o.b. mine, freight $1.1088, delivered price $4.6788 per ton, total estimated cost $140,364; and Republic Coal and Coke Company, Danville, Illinois, for 11,000 tons at $4.10 f.o.b. mine, freight $1.1088, delivered price $5.2088, total estimated cost $57,206. It is desirable to have a supplemental source of supply, particularly during December, January, and February, to assure delivery of coal in the quantities needed. The lowest bids are determined by the number of British Thermal Units for one cent based on guaranteed analysis. A continuous check at the plant is provided to insure compliance with specifications. The prices quoted are based on the present wage scale and are subject to increase or decrease in the event that wage contracts now in effect are changed. Any such change will affect the price to the extent that production costs are increased or decreased by the new contracts. The University may cancel the purchase contract if it believes that the price adjustment is not justified. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute contracts, subject to approval by the Governor as required by the state constitution.

On motion of Mr. Johnston, these contracts were awarded and authority was given as recommended.
