Also the separation of the offices should serve to stabilize the hospitals' organization, which heretofore has been subjected to change with each change of medical deans. I I I . Therefore the Chicago Departments Committee recommends the separation of the office and the appointment of a Medical Director of the Research and Educational Hospitals. IV. The Committee also recommends that the duties and responsibilities of the Medical Director be clearly stated in the Statutes. M e g r a n explained his vote stating that it w a s in recognition of the w o r k the Committee has done on this matter d u r i n g the past several months. STATUS OF DR. A. C. IVY On recommendation of the P r e s i d e n t of the University, a n d on motion of M r s . W a t k i n s , D r . A. C. Ivy was appointed Distinguished Professor of Physiology a n d H e a d of the D e p a r t m e n t of Clinical Science in the College of Medicine on indefinite tenure, beginning September I, 1953, at a salary of $18,500 a year. BUSINESS PRESENTED BY T H E PRESIDENT OF T H E UNIVERSITY The B o a r d considered the following reports a n d recommendations from the P r e s i d e n t of the University. PATENTABLE DISCOVERY (1) Howard C. Roberts, Research Associate Professor in the Engineering Experiment Station, reports the development of a circuit to be used in an inductive-gauge for measurement of loads. The invention was conceived prior to his employment by the University and this is supported by documentary evidence. Furthermore, in the opinion of other qualified members of the staff of the Engineering Experiment Station, it is unlikely that this invention will have commercial value. Accordingly, the University Patent Committee recommends, and I concur, that the invention be released to the inventor. O n motion of M r . M e g r a n , this release was approved. CLASSIFIED GOVERNMENT RESEARCH (2) For a number of years various departments of the University have been doing research work under contracts with the Army, Navy, Air Force, and other federal agencies. Much of this research is classified and all University personnel engaged in any classified work or who have access to information concerning such projects must have security clearances. The Munitions Board has recently issued new directives governing the position of boards of trustees of educational institutions and boards of directors of industries engaged in classified government research with respect to security clearances of such trustees and directors. The Chicago Air Regional Office of the Midcentral Air Procurement District has advised that its interpretation of this directive is quoted in part as follows: "In order to bring the security clearances of the University up to present day requirements, it is necessary that all members of the Board of Trustees be cleared through Secret.
