the Associate Dean of the College of Medicine and Medical Director of the Research and Educational Hospitals (see below); and the Director of the School of Nursing. 4. That there be established the combined office of Associate Dean of the College of Medicine and Medical Director of the Research and Educational Hospitals. 5. That the present temporary Administrative Committee be continued until the Dean of the College of Medicine and Executive Dean of the Professional Colleges takes office.

Report of the Chicago Departments Committee

Mrs. Watkins presented the following report:

The Chicago Professional Colleges of the University of Illinois include the Colleges of Medicine, Dentistry, and Pharmacy, the Graduate College, the School of Nursing, the Research and Educational Hospitals, the Neuropsychiatric Institute, and the following offices, bureaus, and auxiliary or cooperative services: Illinois Eye and Ear Infirmary, Institution for Tuberculosis Research, Division of Services for Crippled Children, Aeromedical and Physical Environment Laboratory, Health Service, Public Relations Office, Business Office, Admissions and Records Office, Library, Physical Education Office, Office of Nonacademic Personnel, Physical Plant Department, Student Affairs Office, Animal Hospital, Chicago Illini Union. The operating budget for 1952-1953 was $11,344,611, not including the separate budgets of the Institution for Tuberculosis Research and the Division of Services for Crippled Children. The total investment in buildings, including those under construction, but excluding the steam plant and Neuropsychiatric Institute, amounts to $27,248,938. Members of the academic staff for the past year, including part time and clinic, totaled 1,241; nonacademic, 1,468. Student enrollment was 1,540. T h e completion of buildings or additions in process will increase space, equipment, services, staff, students, and budget. The University of Illinois Professional Colleges constitute a large and important unit in the rapidly developing Medical Center, with an increasing need for guidance in leadership and cooperation with other units in the area and with the Medical Center Commission. The foregoing facts indicate the scope, function, aims, services, investment, and personnel which the Chicago Departments Committee is convinced clearly indicates the need for a full-time administrative head for the Chicago Professional Colleges. In addition to the need for full-time duty, the Committee is of the opinion that it is unwise to combine the chief administrative office with the deanship of the College of Medicine or any other deanship because of the need for detachment, impartiality, and objectivity. The office of Vice-President in Charge of the Professional Colleges was recommended to the Board of Trustees in 1938 by President A. C. Willard, following a study of the colleges by the University's Bureau of Institutional Research. The Committee is convinced that there is a far greater need for the office today than there was fifteen years ago. I. Therefore the Chicago Departments Committee recommends the continuation of the office of Vice-President in Charge of the Chicago Professional Colleges. II. The Committee also recommends that the duties and responsibilities of the office be clearly stated in the Statutes. T h e Research and Educational Hospitals have a 428 bed capacity, with 5,877 bed patients and 171,648 clinic visits at the last annual report. When the bed capacity is increased to 700, with occupation of the new addition, these hospitals will constitute one of the largest institutions in the Chicago area. In the past, the Dean of the College of Medicine has also been Medical Director of the hospitals. Particularly in view of the expanding program, the Committee believes not only that the duties of the Dean of the College of Medicine require full time, but that the Medical Director of the hospitals should be a separate, full-time official.
