BOARD OF TRUSTEES

BUSINESS PRESENTED BY THE PRESIDENT OF T H E UNIVERSITY

The Board took up consideration of the following reports and recommendations from the President of the University.

BIENNIAL BUDGET FOR 1 9 5 3 - 1 9 5 5 (1) On April 20, 1953, the special committee (Messrs. Park Livingston, Wayne A. Johnston, and George D. Stoddard) appointed by the Board of Trustees on March 2 S, 1953. to confer with the Governor and other state officials regarding the University's budget for 1953-1955 made an informal report to the Board of the conference which the Committee, together with Comptroller Lloyd More}', had with the Governor on March 30. At a subsequent conference on April 8 between the Comptroller and the State Director of Finance, M. H. Hollingswortli, additional information was presented and ways were suggested of meeting the deficiency between the estimate of University income ($16,500,000, the same as for 1951-1953) in the Governor's budget and the income ($13,250,000) which will be available during the next biennium. This information and suggestions were given to the Governor by the Director. On April 28 the Director informed Senator Everett R. Peters, Chairman of the Illinois Budgetary Commission, and Comptroller Morey that the Governor had concurred in the following adjustments within the grand total of $79,316,559 recommended by him for the University in his budget message: Charge $2,000,000 of the Home Economics Building to the Agricultural Premium Fund and add this amount to the University's operating appropriation from the general revenue ( t a x ) fund. ( T h e full appropriations for both the Home Economics and Law Buildings will be made.) This would give the University a tax fund operating appropriation of $64,816,559. (This is an increase of $3,243,868 from tax funds.) The Governor will give administrative support to Senate Bill 350, sponsored by Senator Peters,.to require veterans to pay tuition while receiving federal benefits. If passed by the General Assemblj7, this bill will increase the University's income by about $400,000. The Governor will approve an appropriation of $14,500,000 from the University Income Fund, based on the following estimates: ( a ) The University's original estimate of income $13 250 000 ( b ) Increase in tuition approved by the Board 600 000 ( c ) Additional tuition from veterans 400 000 ( d ) Allowance for other income, source undetermined and left to the Board of Trustees to provide 250 000

This would give the University total operating appropriations of $79,316,559, an increase of $1,243,868 over present appropriations. (This is the exact amount of the Hospital Addition operation and Retirement System items.) Of this total $250,000 depends upon finding additional income. Increase in Laboratory, Library, and Supply Fee To provide the additional $250,000 of University income needed, I recommend that the laboratory, library, and supply fee charged all students at Urbana-Champaign and at the Chicago Undergraduate Division be increased from $8.00 to $11.00 a semester, and that the corresponding building and laboratory service fee charged at the Chicago Professional Colleges be increased $6.00 a year or $2.00 a term, effective September, 1953.

The report on the budget was received for record. On motion of Mr. Herrick, the increases in the laboratory, library, and supply fee and in the building and laboratory service fee were authorized.
