CLAIM AGAINST ARMY NUTRITION LABORATORY UNDER CONTRACT N O . W - 4 9 - 0 0 7 - M D - 3 8 8 (10) In April, 1947, the University entered into a contract with the Office of the Surgeon General of the United States for the purpose of carrying on certain research work in the Research and Educational Hospitals. T h e contract provided, among other things, that the University would make available in the Metabolic W a r d four beds for the exclusive use of the Army Nutrition Laboratory. It was specified in the contract that these beds were to be kept available for Army patients and that the University was to be reimbursed at the rate of $770 per day for each bed. Since this was a nutrition project, meals were supplied by the Army. The original contract was for a period of one year and was renewed. The University has a claim of $6,868.40 against the Army Nutrition Laboratory. The Comptroller General of the United States has approved payment of only $361.90 on this claim. There is submitted herewith a memorandum prepared by the Comptroller giving the history of this case. All efforts to get favorable action by the Surgeon General on the University's claim having failed, the University's Legal Counsel with the approval of the President of the University placed this matter in the hands of Fisher, Wayland, Duvall, and Southmayd, Attorneys in Washington, for presentation to the United States Court of Claims. The petition was filed under date of February 9, 1953. The University has agreed to pay this firm a fee of $500, plus a contingency fee of 25 per cent of whatever may be received by the University in settlement of the claim, plus the cost of printing and filing the petition ($72) and any other out-of-pocket expenses.

On motion of Mr. Johnston, the action of the President was confirmed.

CONTRACT FOR REMODELING ARCADE BUILDING (11) The Director of the Physical Plant and the Comptroller recommend award of contracts for the amounts indicated to the following lowest bidders for remodeling space in the Arcade Building, formerly occupied by the Katsinas restaurant, for the Photographic Laboratorj^: General — Clarence H . Siems, Urbana $21 748 00 Electrical — Potter Electric Service, Urbana 7 949 00 Plumbing and Heating — Champaign Plumbing and Heating Company, Champaign 9 200 00 Ventilating and Air Conditioning — F . R. Inskip and Company, Champaign 15 385 00 Funds are available in the state appropriation "For remodeling, modernization, and improvement of existing buildings at Urbana-Champaign, including water reclamation installations, plans and specifications and fixed equipment installed relating thereo," subject to release by the Governor. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute these contracts.

On motion of Mrs. Watkins, these contracts were awarded and the Comptroller and the Secretary of the Board were authorized to execute them.

CONTRACT FOR PARKING LOT AT 8 1 6 - 8 3 4 SOUTH ASHLAND A V E N U E , CHICAGO (12) The Director of the Physical Plant and the Comptroller recommend the award of a contract for $3,564.65 to Edmier, Inc., Chicago, the lowest bidder, for construction of a parking lot at 816-834 South Ashland Avenue, Chicago, to serve the occupants of the staff apartment building and other University properties in this area. The work will consist of excavating and preparing a stone base. Funds for the work are available in an appropriation made by the Board of Trustees on November 28, 1952. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract.
