To be eligible for honors at graduation, students must have completed a minimum of four semesters of work or sixty-five hours of credit in residence at the school and be recommended by vote of the faculty. For the degree with Honors, students must have an average of 4.0 in all courses used for graduation; for the degree with High Honors, an average of 4.25; and for the degree with Highest Honors, an average of 4.5. APPROPRIATION FOR GRADUATE FELLOWSHIPS FOR 1 9 5 3 - 1 9 5 4 (3) It is necessary that the funds the University has available for graduate fellowships for 1953-1954 be committed at this time so that fellowship awards can be made and announced by April 1, 1953. Accordingly, on request of the Acting Dean of the Graduate College. I recommend that: (a) An appropriation of $150,000 be made for the academic year 1953-1954. (b) The stipend for first-year fellows be increased from $800 to $900, for second-year fellows from $900 to $1,000, and for third-year fellows from $1,000 to

$1,100.

(c) Appointment to a fellowship shall include exemption from the payment of tuition fees for the academic year of the fellowship and the summer session immediately following. EASEMENT OVER TRELEASE WOODS (4) The Illinois Power Company requests a right-of-way easement for a new power line across the southern portion of the Trelease Woods. One two-pole supporting structure would be erected on University property for which the Illinois Power Company will pay the University $101. An agreement has been negotiated which is acceptable to both parties. The Director of the Physical Plant and the Comptroller recommend that an easement over the following described property be granted and that the Comptroller and the Secretary of the Board be authorized to execute the necessary documents:
