EXEMPTION OF STAFF MEMBERS FROM PAYMENT OF UNIVERSITY FEES (5) Members of the academic and administrative staff of the University in any capacity, and members of the staffs of the state scientific surveys and other government agencies located on the Urbana-Champaign campus, may now register in University courses without payment of tuition, laboratory, library, and supplyfees provided their annual salary is $2,400 or less for a nine-month (or two semesters) appointment or $2,934 or less for a twelve-month appointment. The same exemption applies to scholars and fellows in the Graduate College, and also to nonacademic employees under certain conditions. The Faculty Committee on Fees and Scholarships has reviewed these exemptions in terms of existing salary scales and in terms of newly proposed minimum salaries. It is the Committee's judgment that University policy with respect to exemption of staff from fees should be administratively adaptable to changing salary conditions. Accordingly, the Committee recommends that existing regulations be rescinded and replaced by the following: Persons on the academic, administrative, or permanent nonacademic staff of the University, or on the staffs of the allied surveys and laboratories located on the Urbana campus, may register in University courses for which they are eligible for admission, without payment of the tuition fee and the laboratory, library, and supply fee, provided that their annual salary for nine months is less than the minimum salary established for full-time assistants. If such persons are on twelve-month appointment, the upper limit of this exemption will be increased by two-ninths of such minimum salary for assistants. Permanent nonacademic employees without regard to salary may also register without payment of any fees or deposits in (a) any regular University course in which the employee is requested by his department, with the concurrence of the Director of Nonacademic Personnel, to enroll for the improvement of the employee's present work; (b) any special course looking toward improving University service organized at the request of the Director of Nonacademic Personnel in cooperation with the teaching staff, the employee, and his department. This exemption shall apply to graduate scholars and fellows whose stipends are paid from general appropriations of the University, but not to fellows whose stipends are paid from grants received by the University from outside sponsors of graduate study and research. (Many donors of funds for such purposes favor this practice and make their grants large enough to cover payment of all University fees.) These regulations shall become effective September 1, 1953. I concur.

On motion of Mrs. Watkins, these regulations were adopted as recommended.

RELEASE OF PATENTABLE DISCOVERIES (6) Professor H. N. Hayward of the Department of Electrical Engineering reports the development of instruments for the measurement of cathodic protection currents. The Department has advised that while these are important instruments for scientific purposes they would have very slight, if any, commercial application. The University Research Board recommends that this discovery be released to the inventor and I concur.

On motion of Mrs. Holt, this recommendation was approved.

FOREIGN PATENTS ON DISCOVERIES RESULTING FROM GOVERNMENT RESEARCH (7) At the request of the Office of Naval Research, the Board of Trustees has authorized the execution of research contracts with that agency granting foreign patent rights to any discoveries or inventions resulting from such research. Subsequently other agencies of the United States government have asked that similar provisions be included in their contracts for research at the University of Illinois.
