BUILDING PROGRAM 1 9 5 3 - 1 9 5 5 Recommendations of the President Based on the Report of the Building Program Committee (25) I am submitting herewith a proposed building program for state appropriations for the 1953-1955 biennium of $19,890,500 for the Urbana-Champaign campus and $1,985,000 for the Chicago Professional Colleges campus, a biennial total of $21,875,500. While this recommendation is based upon the report of the Building Program Committee and the advice of the University Council, it deviates from the report in one major respect. The Building Program Committee, which is one of the most devoted and distinguished committees of the faculty, after a thorough review of the needs of the University, recommended nineteen items for the Urbana-Champaign campus in the sum of $30,054,000 and four items for the Chicago campus in the sum of $4,925,000. This is an over-all total of $34,979,000. I agree with the Committee and the Council that such a building program is urgently needed and that the state would be well repaid for this capital outlay. However, in view of the paramount need to strengthen the biennial operating budget, I feel compelled to reduce the askings for buildings to a hard-core list in which every item is of immediate concern. With these new buildings we would relieve some of the worst stresses in the University; without them we would continue to operate below defensible housing standards. The order of this listing is alphabetical and has no priority significance.

At the request of President Stoddard, Professor Huntington, Chairman of the Building Program Committee of the Faculty, reported on the work of this Committee and presented its recommendations. The Secretary of the Board reported that there had been delivered to him copies of a letter, dated October 22, 1952, addressed to the Board of Trustees by an alumni "Committee for the New Band Building." This letter was distributed to the Trustees present at the meeting and a copy of this letter has been filed with the Secretary for record. On motion of Mr. Fornof, the list of projects recommended by the President of the University was amended to include an item of $700,000 for a band building. On motion of Mr. Fornof, the following building program recommended by the President of the University, and as amended by the Board, was approved, and the President of the Board and the President of the University were authorized to present this budget to the Governor, the Illinois Budgetary Commission, and other state officials as representing the minimum needs of the University for funds for buildings and other permanent improvements for the biennium of 19531955. This motion was adopted by the following vote: Aye, Mr. Fornof, Mr. Herrick, Mr. Hickman, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell; no, none; absent, Mr. Grange, Mr. Stevenson, Mrs. Watkins.
