The total proposed request, therefore, is $89,870,000 as compared with $77,997,491 for 1951-1953. The explanation of need for these increases is set forth in the report submitted herewith. I request approval of this proposed budget as a basis for filing with the State Department of Finance and recommend that the President of the Board of Trustees and the President of the University be empowered to discuss them, as may be required, with the Governor, the Illinois Budgetary Commission, and other state officials and legislative leaders. [The figures in the foregoing recommendation from the President of the University do not include the Institution for Tuberculosis Research. The budget of the Institution was submitted separately but has been incorporated in the summary which follows and in subsequent schedules and analyses. — Secretary's note.]

The Provost, the Vice-President, and the Comptroller made statements in support of this budget. The Secretary of the Board distributed copies of two statements received by the President of the University from the University of Illinois Chapter of the American Association of University Professors relative to salary adjustments for the academic staff for the 1953-1955 biennium. Copies of these statements have been filed with the Secretary for record. Mr. Nickell called attention to the relatively small increase included for the Institute for Research on Exceptional Children (see Schedule B) and suggested that consideration be given to providing additional funds for this Institute. President Stoddard stated that the budget would be adjusted to provide an additional $55,000 per year, or a total increase of $80,000 per year, for the Institute and that this adjustment would be made without increasing the total biennial operating budget of the University. Following extended discussion, in which all members of the Board present participated, on motion of Mr. Johnston, the following budget was approved and the President of the Board and the President of the University were empowered to use these estimates in presenting the budgetary needs of the University to the Governor, the Illinois Budgetary Commission, and to other state officials. The motion was adopted by the following vote: Aye, Mr. Fornof, Mr. Herrick, Mr. Hickman, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell; no, none; absent, Mr. Stevenson, Mr. Grange, and Mrs. Watkins.
