Secretary of the Board be authorized to make the necessary agreements with the State's Attorney of Champaign County in a form approved by the Legal Counsel and that payments contemplated by these agreements be authorized. I concur.

On motion of Mr. Johnston, this recommendation was approved.

MEMORIAL TO CAIRO A. TRIMBLE

Mr. Fornof offered the following:

The Board of Trustees of the University of Illinois records with sorrow the death on September 23, 1952, of the Honorable Cairo A. Trimble of Princeton, Illinois, a former member of this Board. Mr. Trimble was born in Princeton on March 15, 1869, and resided there all of his life. He was a distinguished member of the Illinois Bar, was formerly President of the Illinois State Bar Association, President of the Illinois State Board of Law Examiners, and a member of the Board of Governors of the American Bar Association. H e was for many years active in public affairs and served as a member of the Board of Trustees of the University of Illinois from

1917-1923.

The Board of Trustees directs that this memorial be spread upon the minutes of today's meeting and that a copy thereof be sent to Mr. Trimble's family as an expression of the Board's sympathy and as a tribute to a former Trustee of the University.

This resolution was adopted.

BUSINESS PRESENTED BY THE PRESIDENT OF THE UNIVERSITY

The Board resumed consideration of business presented by the President of the University.

BIENNIAL OPERATING BUDGET 1 9 5 3 - 1 9 5 5 (22) I present herewith my recommendations for the biennial operating budget of the University for the two years beginning July 1, 1953. These recommendations cover all funds for which appropriations are requested from the General Assembly. Estimates are submitted as the basis for the budget to be filed with the State Department of Finance before November 1, 1952, as required by law. For the year 1952-1953, the portion of the internal budget of the University payable from • funds appropriated by the General Assembly, including both tax funds and University income but excluding amounts for auxiliary and selfsupporting enterprises, totals $36,033,746. The Deans, Directors, and General Administrative Officers were requested several months ago to submit estimates and requests for the 1953-1955 biennium. After many conferences devoted to a critical analysis of needs, they asked for an addition of $4,681,201 per year to the 1952-1953 budget. This amount did not include any provisions for salary and wage increases. These requests were reviewed by the University Council, by committees of the Council, and by the Provost and the Comptroller. As a result of these discussions, the amount recommended for college and departmental increases has been reduced to $2,139,320 per year. To this figure must be added (a) the amount necessary to put the hospital addition budget in Chicago on a full biennial basis (funds were provided in 1951-1953 for operation during one year and a fraction), (b) funds from tax sources to offset reduction in tuition fee income resulting from a decrease in the number of veterans, and from a reduction in the fees payable by the veteran himself, and (c) increases in employer contributions to the University Retirement System. The amount reasonably required and justified for salary and wage rate increases is estimated at $3,000,000 per year. The total increase proposed for the next biennium in state tax funds appropriations is $15,372,509. This amount, added to the present appropriation of $61,497,491, requires tax funds in the amount of $76,870,000 for 1953-1955. The income fund, allowing for the reduction of $3,850,000 noted above, and for an increase of $350,000 in other operations, yields a sum of $13,000,000, as compared with $16,500,000 for 1951-1953.
