RENEWAL OF LEASES W I T H THE CITY OF CHICAGO FOR NAVY PIER AND DRILL HALL (15) T h e present leases with the city of Chicago for space on Navy Pier and in the adjacent Drill Hall occupied by the Chicago Undergraduate Division expire on Tune 30, 1954; negotiations have resulted in an agreement for renewal at a rental of $181,000.08 a year. These leases were authorized by the Board on July 2 5, IQ 53. . . . . Renewal documents were prepared in accordance with this authorization and presented to the city of Chicago. Through the Commissioner of Public W o r k s the city has indicated approval subject to certain changes because of the following items which the city had not raised in earlier negotiations. The city wants the space now occupied by the Office of Nonacademic Personnel but which is not included in the Drill Hall lease. The Commissioner indicated that the city would permit the University to continue occupying this space if it will pay rental for it, although the city would prefer to have the space. Another question relates to the University's practice of permitting the staff to park cars inside the Pier on the north side of the runway, an area adjacent to the space leased by the University. This area is not a part of the space for which the University now pays rent, but the present lease provides that the city shall maintain it as a "No P a r k i n g " area. The purpose of this provision was to avoid noise interference with classes. Subsequently, it was found that cars could be parked there without interfering with classroom activities, and the faculty has been using this area for parking. T h e city holds that if the University wishes to use this space for faculty parking, it should pay rent for it. The University has agreed to relocate the Nonacademic Personnel Office in the small building northeast of the Drill Hall now occupied by the Pier Illini (the student newspaper). T h e city proposes that this space and the parking area be included in the new leases, and requests an additional rental of $6,000 a year. This rate is determined by a charge for parking spaces for 120 cars of approximately $4 per car per month, which amounts to a total of $5,760 a year, and by inclusion in the Drill Hall lease of the new area for the Office of Nonacademic Personnel at an additional annual rental of $240, or a total of $6,000 a year. The Dean of the Undergraduate Division recommends that the parking area be retained for the use of the staff since parking at the Pier is a serious problem. Funds for the increased rental will be made available within the Physical Plant budget. The Dean of the Undergraduate Division, the Comptroller, and the Director of the Physical Plant recommend that the leases be renewed as indicated above at an annual rate of $187,000.08. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to conclude and execute the necessary contracts upon their approval by the Legal Counsel.
