the Board of Trustees on July 16, 1952, of the proposal for establishing the Graduate School of Business Administration: No new line of work involving questions of general educational policy shall be established except on recommendation of the Senate. The transfer of any line of work, or any part thereof to or from a college, from or to some other administrative group shall be made on recommendation of the Senate and approval of the Board of Trustees. It should be noted that in presenting the proposal to establish the Graduate School of Business Administration to the Board of Trustees for approval without the recommendation of the Senate, the President of the University stated: It is understood that the approval of the new curriculum itself, extending the period of advanced study for the existing degree, Master of Business Administration, from one year to two years and substantially revising its component parts, will call for faculty approval through the standard channels of the Senate Committee on Educational Policy and the Senate. There may be other points, too, that are regarded as essentially academic rather than administrative which the Senate will want to pass upon. T h u s the President recognized the jurisdiction of the Senate although the essential step of securing approval had not yet been taken. In view of this situation, a fresh start is indicated. In the meantime, the University Senate, upon certification of the College of Commerce and Business Administration and the Graduate College, has recommended that the three students who were admitted to the curriculum in 1952 pending its approval be given the degree of Master of Business Administration upon satisfactory completion of the requirements set up for that degree. The degree will have been conferred upon two of the students at the Commencement exercises on June 20, 1954, and the third will receive the same degree in October, 1954, if he completes the required courses with satisfactory grades. The Senate has taken this unusual action of recommending students for degrees in a curriculum not approved by the Senate in recognition of the fact that they entered upon the program in good faith and that their interests must be protected, but with the understanding that the action should not be considered as establishing a precedent. I concur in the request of the Senate that the Board rescind its action of July 16, 1952, establishing the Graduate School of Business Administration. When this is done the way will be open for the College of Commerce and Business Administration, if it desires, to resubmit the curriculum as a revised program for the M.B.A. degree in the Graduate College for consideration through regular channels.
