Electric conduit along Peabody Drive from First Street to Fourth Street including manholes, to serve the Law Building, charged to the appropriation for the new Law Building •

$176 935 Funds are available in the state appropriations for the construction of these buildings. In the case of the Law and Home Economics buildings the funds are subject to release by the Governor. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute these contracts.

On motion of Mrs. Holt, this contract was awarded, as recommended, and the Comptroller and Secretary of the Board were authorized to execute the same by the following vote: Aye, Mr. Grange, Mr. Herrick, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell, Mrs. Watkins; no, none; absent, Mr. Bissell, Mr. Hickman, Mr. Stratton.

SPECIAL. A P P R O P R I A T I O N S FOR N O N R E C U R R I N G EXPENDITURES (14) The Committee on Nonrecurring Appropriations recommends assignments of funds as follows: Urbana-Champaign 1. University of Illinois Bands, for replacement and acquisition of instruments and for additional shelving .$10 500 2. Physical Plant Department, for improvement of storm water drainage along east side of Huff Gymnasium and to provide an outlet for draining the swimming pool 10 500 3. Illini Union Building, for deficit in 1953-1954 10 000 4. For assignment by Chairman of Committee on Nonrecurring Appropriations for minor proj ects 10 000 Chicago Professional Colleges 5. Animal Hospital, for purchase of equipment 6 500 Total $47 Soo I recommend that these appropriations be made from the General Reserve Fund.

LIBRARY BINDING S E R V I C E S (15) The Board of Trustees on June 22, 1953, authorized a contract with Ernst Hertzberg and Sons, Chicago, Illinois, the lowest bidder, for all University library binding services for two years beginning July 1, 1953. The Burgmeier Book Bindery, Inc., Chicago, also submitted a bid, but on work for the Chicago libraries only. Ernst Hertzberg and Sons recently reorganized and is now incorporated as Hertzberg-New Method, Inc., and has moved the library binding plant to Jacksonville, Illinois. During the time of moving and reorganization, this Company has found it difficult to service the Chicago libraries properly. They have proposed amendment of the contract to exclude the binding for the two libraries in Chicago, and Burgmeier Book Bindery, Inc., Chicago, has offered to contract for that work on the same terms as those specified in the present contract with Hertzberg-New Method, Inc. Burgmeier has done the Chicago work before and performed very satisfactorily both as to service and quality. The Director of Purchases, the Director of the University Library, and the Comptroller recommend that the contract with Hertzberg-New Method, Inc., be amended to cover work for the Urbana-Champaign libraries only, and that a contract be awarded to Burgmeier Book. Bindery, Inc., for binding service for the Chicago libraries until June 30, 1955, on the same terms as specified in the present contract with Hertzberg-New Method, Inc. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute these agreements.
