1278 BOARD OF TRUSTEES [March 20 MR. CUSHMAN B. BISSELL ELECTED TEMPORARY CHAIRMAN This being the annual meeting of the Board of Trustees, and in the absence of the President of the Board, the Secretary called the meeting to order and asked if the Board desired to elect a temporary chairman for the transaction of business and the election of officers for the ensuing year. Mr. Nickell nominated M r . Cushman B. Bissell as temporary Chairman of the meeting. O n motion of M r s . Watkins, the nominations were closed and the Secretary was instructed to cast the unanimous vote of the members of the Board present for the election of Mr. Bissell. T h e ballot having been cast, Mr. Bissell was declared elected temporary Chairman and took the chair. ORDER OF BUSINESS MODIFIED On motion of M r . Nickell, the regular order of business was modified by deferring the election of officers to give absentee members w h o might join the meeting later an opportunity to participate in the elections. MINUTES APPROVED T h e Secretary presented the minutes of the meetings of the Board of Trustees held on December 16, 1953, and J a n u a r y 19, 1954, press proof copies of which were previously sent to all members of the Board. O n motion of Mr. Johnston, these minutes were approved as printed on pages 1181 to 1225, inclusive. BUSINESS PRESENTED BY THE PRESIDENT OF T H E UNIVERSITY T h e Board took u p consideration of the following reports and recommendations from the President of the University. Howard, presently Professor and Head of the Department of Food Technology and Associate Director of the Agricultural Experiment Station,
