can be determined within the appropriate administrative echelons and no specific authority from the Board of Trustees is required. All appointments to this visiting professorship will be made in accordance with standard procedures and subject to the same approvals as all other appointments to major positions.

On motion of Mrs. Watkins, this recommendation was approved.

SPECIAL APPROPRIATIONS FOR N O N R E C U R R I N G EXPENDITURES (6) The Committee on Nonrecurring Appropriations recommends assignments of funds as follows: 1. Department of Botany, purchase of steel storage cases $2850 2. Library, Chicago Undergraduate Division, for rebinding books and for acquisitions for use in graduate program in social work 2 000 3. Research and Educational Hospitals, installation of central television antenna system 5 000 4. Drug Plant Experiment Station, Chicago Professional Colleges, purchase of truck with hydraulic lift to replace present truck 3 500 Total $13 350 I recommend that these appropriations be made from the General Reserve Fund.

On motion of Mrs. Watkins, these appropriations were made by the following vote: Aye, Mr. Livingston, Mrs. Watkins; no, none; absent, Mr. Megran.

APPROPRIATION FOR BUILDING STUDIES (7) The Building P r o g r a m Committee needs an accurate inventory and functional analysis of the use of all space on the Urbana-Champaign Campus in studying requests for new buildings. Such data are also required in studies of any new construction for a permanent undergraduate division in Chicago as well as for major expansion at Urbana-Champaign to provide for increases in enrollment. The technical and clerical staff to be employed in this work will need more adequate quarters and the Committee has asked that its staff be moved from present quarters at 1205 West California Avenue, Urbana, into one of the temporary buildings in the P a r a d e Grounds housing area. This will also require employment of additional temporary staff and reactivation of one of the Parade Grounds units at an estimated cost of $6,000. Professional services on a per diem basis are required to translate estimates of floor areas into buildings, land areas, and finally into construction and site costs. An accurate estimate of the costs of such professional services is not feasible, but it appears that approximately $7,000 will be required. In addition, approximately $2,000 is needed for staff services and miscellaneous expenses in calculating present capacity and requirements for anticipated expansion on the Urbana-Champaign campus. The Director of the Physical Plant, the Provost, and the Acting Comptroller recommend a nonrecurring appropriation of $15,000 for these services and incidental expenses. I concur.

APPROPRIATION FOR URBANA-CHAMPAIGN SANITARY DISTRICT (8) Since 1947 the University has by contract authorized by the Board of Trustees been paying the Urbana-Champaign Sanitary District the University's proportionate share of the cost of operating the local sewage disposal plant. This share is computed on the basis of water consumption and during the last few years has amounted to 18 to 20 per cent of the total annual cost. The University has also contributed its proportionate share of the cost of improvements in the plant.
