believe they will be adversely affected. In fact, each of the colleges expressed the policy of setting an upper limit on their enrollments which in each case might well be reached by i960. Should this occur, there would probably be an even greater demand on the University of Illinois. I have placed this problem before the Joint Council of State Institutions of Higher Education for its consideration, particularly as to the extent to which the other five institutions could prepare to meet some of this potential increase. It should be borne in mind that about one-third of the students of the University in Urbana-Champaign are from Cook County and practically all Navy Pier students live at home. This means about 46 per cent of the total enrollment of the two campuses are from that location. While many students desire to attend college away from home, the pressure for expansion at Chicago is from students who desire to live at home and be within local transportation distance of their college. In addition to the administrative committees I have described, the Board of Trustees has a special committee to deal with this problem. This committee is awaiting the reports of the administrative committees before reaching its conclusions. All of these committees are cognizant of these many factors and their studies will attempt to determine whether new facilities in Chicago is the most desirable answer to the problem and what such a development might be expected to do to the University at Urbana-Champaign. These problems must be approached carefully because it would seem extremely unwise to jeopardize the present University's work by dissipating its resources too widely. However, we recognize a need must be met, and it is our hope that we can present to this Commission by the end of the present fiscal year a program and recommendation which, in our best judgment, will meet the problem to the greatest advantage to the University and to the people of the state of Illinois.

CONTRACT FOR ENGINEERING SERVICES ON UTILITIES EXTENSIONS TO HOME ECONOMICS, LAW, AND VETERINARY CLINIC BUILDINGS (19) The Director of the Physical Plant and the Acting Comptroller recommend that Sargent and Lundy, Consulting Engineers, Chicago, be engaged on contract for engineering services in designing the extension of steam and electrical utilities from the Abbott Power Plant to the Home Economics, Law, and Veterinary Clinic Buildings, upon the following terms: ( a ) Two per cent of the estimated construction costs of the project ( b ) Payment for services of a resident field engineer at actual salary, plus 15 per cent overhead, plus travel and field expenses ( c ) Payment for engineering and drafting at actual salary costs plus 50 per cent ( d ) All other expenses to be at actual cost The estimated fee under this contract will be approximately $39,000. Funds are available in the state appropriation made to the University of Illinois for I953-I95S for the construction of these buildings, subject to release by the Governor. H e has already released sufficient funds to cover this contract. The services of Sargent and Lundy have been engaged on the addition to the Power Plant on the same basis and it is advantageous to have this firm working on both projects. I concur and recommend that the Acting Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mr. Herrick, this contract was awarded and authority was given as recommended.

EQUIPMENT FOR POWER PLANT ADDITION (20) The Director of the Physical Plant and the Acting Comptroller recommend award of contracts for equipment for an addition to the Abbott Power Plant as follows: Turbine generator, 3000 kw. — General Electric Company, Chicago (lowest bidder) $189 300 Contract price subject to adjustment to current prices at time of delivery but not to exceed 10 per cent increase.
