The Committee then asked that the President's Office make further inquiries with a view to arriving at some proposal that would be both feasible and acceptable to those concerned. I then initiated discussions with the administrative heads in Chicago and, through Director E. F . Potthoff of the Bureau of Institutional Research, with the Faculty Council. Out of these discussions developed a revised proposal from the Division, concurred in by all parties at the Division, providing in substance for the following: 1. Pronouncement by the Board of a long-range policy of development of a four-year program whenever additional resources and new facilities can be provided; 2. Authority to the Division to add from time to time such junior and senior courses as may be possible with existing staff and facilities, or such additional resources as can be provided, at moderate additional cost; 3. Authorization of revisions in organization which would make possible executive committees in each of the several divisions, a general faculty organization with a duly elected faculty council, and other committees. Discussions with the heads of the various colleges in Urbana-Champaign which cover the areas in which the Chicago Undergraduate Division operates brought to light the fact that there exists a decided lack of coordination and understanding between the Urbana-Champaign colleges and the Chicago Division. Since the former are responsible for giving degrees which include work in Chicago, it is essential that these conditions be improved and proper coordination established before any new policies for broader developments are adopted. To that end, I have established a "task force" consisting of the Assistant to the Provost C. M. Louttit as Chairman and Coordinator, and Dr. Potthoff as Technical Adviser, representing the President's Office; representatives of each of the colleges in Urbana-Champaign to which students transfer from Chicago; and administrative and, if desired, faculty representation from Chicago. I have also authorized the administration in Chicago to proceed with the general faculty organization through which representative committees can be duly elected. In view of these developments, I suggested that further action and consideration by the Board be deferred until a more complete report of the results of these discussions can be compiled and presented.

On motion of Mr. Johnston, further consideration of proposals relating to a four-year university in Chicago was postponed pending further reports from the Acting President and his advisers.
