establish a sound program of personnel administration for the six state-supported institutions of higher education and the University Retirement System of Illinois. All certifications, appointments, and promotions to positions in these agencies and institutions shall be made solely on merit and fitness to be ascertained on examination except those specifically exempted. All University _ of Illinois employees heretofore under the University's Civil Service System will come under the new state-wide system. This Act becomes effective January i, 1952. The Act creating the University Civil Service System is to be administered by a Merit Board consisting of three members of the Board of Trustees of the University of Illinois, one member of the Teachers College Board, and one member of the Board of Trustees of Southern Illinois University. The Director of Nonacademic Personnel recommends that the three members from the University of Illinois Board of Trustees be elected now so that the Merit Board can get organized and much of the preliminary work can be done prior to the date when the new system will begin to function. I concur. O n nomination of M r . Johnston, Messrs. Grange a n d H i c k m a n and M r s . H o l t were elected representatives of the Board of Trustees of the University of Illinois on the Merit Board of the University Civil Service System of Illinois.

S C H O O L O F SOCIAL WORK

(6) The Division of Social Welfare Administration is an independent educational and administrative unit not attached to any college or school within the University's organization. The Director of the Division reports directly to the President of the University. The faculty of the Division recommends that its name be changed to the School of Social Work. This is in conformity with the practice in most other institutions. I concur in this recommendation, this change to become effective as of July I,

(7) The Secretary of the Board reports, as a matter of official information and record, that he has received a certified copy of House Bill 613, Sixty-seventh General Assembly of Illinois, for "An Act making certain appropriations to the University of Illinois": For remodeling, modernization, and improvement of existing buildings at Urbana-Champaign, including water reclamation installations, plans and specifications and fixed equip-. ment installed relating thereto $1 047 000 For improvements to University grounds at Urbana-Cham- -^ paign and of adjacent city streets. 180 000 For architectural studies of proposed new Home Economics building 43 000 For contingencies to cover expenditures for purposes for which the amount appropriated in the above items enumerated is, or becomes, insufficient 65 000 These funds are subject to release by the Governor. The President of the University recommends that the funds be appropriated for the purposes indicated. O n motion of M r . Nickell, these funds were appropriated, as recommended, by the following vote: Aye, M r . Fornof, M r . Grange, Mr. H i c k m a n , M r s . Holt, M r . Johnston, M r . Livingston, M r .
