QUARTERLY REPORT OF THE COMPTROLLER (23) The Comptroller presents his quarterly report to the Board as of March 31, I9SI.

REGULATIONS GOVERNING PLYM FELLOWSHIP IN ARCHITECTURE AND ARCHITECTURAL ENGINEERING

(24) The University has an endowment of fellowships in architecture and architectural engineering established many years ago by the late Francis J. Plym of the Class of 1897. They are awarded to graduates of the University's Department of Architecture in the curricula in architecture and architectural engineering for study in Europe. The plan formerly provided for one fellowship, with a stipend of $1,200, in architecture and one scholarship, with a stipend of $700, in architectural engineering, each awarded annually on the basis of a design competition. The fellowship is for a year's study and the scholarship was for six months' study in Europe. Several years after the endowment was established, Mr. Plym added to it to increase the scholarship in architectural engineering to the status of a fellowship, with a stipend of $1,200, for a year's study in Europe. The Department of Architecture recommends the following changes in the conditions of these awards: (a) Increase of the stipend of each of the two annual awards from $1,200 to approximately $1,700; it may be less in some years, depending upon the rate of income of the endowment. (b) Reduction in the required duration of study in Europe from one year to six months. (c) Elimination of the design competition method of selection of fellows and its replacement with a plan of selection based upon academic records of candidates and evaluation of their professional development and promise of future competence as evidenced by exhibits of specific work done. The evaluation would be made by the Committee of the Department which now administers the awards. I concur in these recommendations.

On motion of Mr. Fornof, these recommendations were approved.

CONTRACT FOR WATER SOFTENER INSTALLATIONS

(25) The Director of the Physical Plant and the Comptroller recommend the award of a contract for $4,047 to the Reliable Plumbing and Heating Company, Champaign, the lowest bidder, for replacing the water softener installation at the President's House with the equipment now installed in the McKinley Hospital and replacing softener equipment in the Hospital with a new installation. The equipment at the President's House needs to be replaced and these changes will improve the water softening facilities in both locations. Funds are available in the Physical Plant Department budget. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mr. Megran, this contract was awarded as recommended.

ADDITION TO CONTRACT FOR INSTALLATION OF LABORATORY EQUIPMENT IN EAST CHEMISTRY BUILDING

(26) The Director of the Physical Plant and the Comptroller recommend an increase of $3,253.41 in the contract with the Carson-Payson Company, Danville, for the construction and installation of laboratory equipment in the East Chemistry Building. This is to provide additional cold diffusers of larger capacity and is to install a new compressor with the necessary controls because the refrigeration equipment in two of the cold rooms does not maintain the desired constant temperature. Funds are available in the state appropriation for "Acquisition and installation of Chemistry Building equipment." I concur and recommend that the Comptroller be authorized to execute this change in the contract.
