RESOLUTION AUTHORIZING DELEGATION OF SIGNATURES ON PAYMENTS FROM " U N I V E R S I T Y OF ILLINOIS COLLEGES OF DENTISTRY, MEDICINE, A N D PHARMACY CONSTRUCTION F U N D A C C O U N T "

(33) The proceeds of the revenue bonds to be issued to finance the construction of the Student Residence Hall and the Staff Apartment Building for the Chicago Professional Colleges are to be set up in the "University of Illinois Colleges of Dentistry, Medicine, and Pharmacy Construction Fund Account" in the Trust Department of the First National Bank of Chicago. Withdrawals from this account may be only upon order of the Comptroller and the Treasurer of the Board of Trustees. It is desirable that they be authorized to delegate their signatures to expedite payments from this account. The following resolution will accomplish this, and I recommend its adoption: Resolved, that the Comptroller and the Treasurer of the Board of Trustees of the University of Illinois are authorized to delegate the signing of their names as Comptroller and Treasurer, respectively, to orders to be presented to the First National Bank of Chicago on withdrawals from the University of Illinois Colleges of Dentistry, Medicine, and Pharmacy Construction Fund Account. The Comptroller of the Board of Trustees is authorized to delegate to H. A. Hazleton, to G. H. Pontious, and to H. O. Albers in Chicago authority to sign his name as Comptroller of the Board of Trustees to orders to the First National Bank of Chicago making withdrawals from the University of Illinois Colleges of Dentistry, Medicine, and Pharmacy Construction Fund Account. The Treasurer of the Board of Trustees is authorized to delegate to Joseph J. Kaberna and to Harlow W. Gregory authority to sign his name as Treasurer of the Board of Trustees to orders to the First National Bank of Chicago making withdrawals from the University of Illinois Colleges of Dentistry, Medicine, and Pharmacy Construction Fund Account.

On motion of Mr. Nickell, this resolution was adopted.

EASEMENTS TO CITY OF URBANA OVER UNIVERSITY LAND

(34) The city of Urbana has requested easements over property owned by the University of Illinois for (a) the installation of a 24-inch storm sewer from Springfield Avenue at Harvey Street, south to the Boneyard, to replace an existing 12-inch sewer; (b) the installation of a new 10-inch sewer from the intersection of Florida Avenue and Lincoln Avenue south and west approximately 825 feet to connect to an existing field drain with an outlet to the Embarrass River watershed. The city will pay the entire cost of the installation from gas tax funds. Both outlets are necessary to provide proper drainage. The first project (a) will cross only a service area used by the Physical Plant Department; the second will cross areas used by the College of Agriculture. The Director of the Physical Plant and the Comptroller recommend that easements be granted the city of Urbana to construct and maintain such sewers at the city's expense, provided that the city will replace top soil, remove excess soil, and assume responsibility for any damages to persons or property. I concur.

On motion of Mr. Herrick, this recommendation was adopted by the following vote: Aye, Mr. Fornof, Mr. Grange, Mr. Herrick, Mr. Hickman, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickel], Mrs. Watkins; no, none; absent, Mr. Stevenson.

CONTRACT FOR CONSTRUCTION OF PLAYGROUND AT STUDENT A N D STAFF APARTMENT BUILDINGS

(35) There is need for a playground at the Student and Staff Apartment Buildings at Green Street and Goodwin Avenue in Urbana. The University has a contract with the Champaign Asphalt Company for the construction of a parking lot at 1108 West Green Street near the apartments. This Company has offered to construct the playground which will include grading of approximately 6,400 square feet of ground for drainage, construction of catch basins and connecting
