5. Effective September I, 1951, the University Library shall be given the responsibility of collecting library fines and charges for lost books and in those cases where such charges are not paid promptly, shall report them to the Bursar who will collect the charge and make an additional service charge of $1. It is the judgment of the Committee that these changes will simplify the work and substantially reduce administrative expense. I recommend approval.

On motion of Mrs. Holt, these recommendations were adopted.

RELEASE O F FUNDS FOR BUILDINGS A N D OTHER CAPITAL IMPROVEMENTS (7) T h e Governor has approved the following releases of funds from appropriations made to the University of Illinois for 1949-1951 for permanent improvements at Urbana-Champaign. Release No. 62 "Contingencies to cover expenditures for purposes for which the amount in any item enumerated is, or becomes insufficient" $65 000 This is a partial release from an appropriation of $250,000. T h e Governor has previously released (Releases Nos. 33 and 55) $80,000 from this appropriation. The funds now released are to supplement the appropriation for the construction of the Animal Sciences Laboratory. Release No. 63 "Contingencies to cover expenditures for purposes for which the amount in any item enumerated is, or becomes insufficient" 85 000 This is a partial release from an appropriation of $250,000. T h e Governor has previously released (Releases Nos. 33, 55, and 62) $145,000 from this appropriation. T h e funds now released are to supplement the appropriation for the construction of agricultural structures and remodeling present agricultural buildings. Release No. 64 "Contingencies to cover expenditures for purposes for which the amount in any item enumerated is, or becomes insufficient" 7 000 This is a partial release from an appropriation of $550,000. T h e Governor has previously released (Releases Nos. 3, 5, 21, 22, 31, and 34) $353,ooo from this appropriation. The funds now released are to supplement the appropriation for the acquisition and installation of equipment in the Chemistry Building. I recommend that these funds be appropriated by the Board for the purposes indicated.

On motion of Mr. Johnston, these funds were appropriated, as recommended, by the following vote: Aye, Mr. Fornof, Mr. Grange, Mr. Herrick, Mr. Hickman, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell, Mrs. Watkins; no, none; absent, Mr. Stevenson.

SPECIAL APPROPRIATIONS FOR N O N R E C U R R I N G EXPENDITURES (8) T h e Committee on Nonrecurring Appropriations recommends assignments of funds as follows: Urbana-Champaign Campus 1. Construction of a chilling room at the Stock Pavilion for the Department of Animal Science $10 000 2. Remodeling of the Hydraulic Engineering Laboratory for the Department of Civil Engineering 15 000 3. Equipment for cartography for the Department of Geography, College of Liberal Arts and Sciences 5 000 4. Repair of tables for the University Library 4 730
