The Secretary presented the minutes of the meeting of February 15, 1951, press proof copies of which had been sent to all members of the Board in advance. On motion of Mr. Nickell, the minutes were approved as printed on pages 533 to 598, inclusive.

REPORTS OF T H E EXECUTIVE COMMITTEE

The Secretary presented the following reports of the Executive Committee.

APPOINTMENT OF DR. ARTHUR KIRSCHBAUM AS PROFESSOR AND HEAD OF T H E DEPARTMENT OF ANATOMY

On recommendation of the President of the University, the Executive Committee of the Board of Trustees has approved the appointment of Dr. Arthur Kirschbaum, now on the faculty of the University of Minnesota School of Medicine, as Professor and Head of the Department of Anatomy in the College of Medicine on indefinite tenure beginning July I, 1951, at an annual salary of $10,500 a year (AY basis), and reports its action for record.

This report was received for record.

CONTRACTS FOR CONSTRUCTION OF CHICAGO HOUSING PROJECTS

Pursuant to the authorization of the Board of Trustees at its meeting on February 15, 1951, the Executive Committee has approved the awards of contracts for the construction of a student residence hall and a staff apartment building for the Chicago Professional Colleges, to be financed by a revenue bond issue also authorized by the Board on February 15 and subsequent actions taken on March 1 3, I 9S I , as follows: Staff Apartment Building General work — James McHugh Construction Company, Chicago... .$ 959 200 00 Plumbing — M. J. Corboy Company, Chicago 123 118 00 Heating — Economy Plumbing and Heating Company, Chicago 122 700 00 Ventilation — Reliable Sheet Metal Works, Inc., Chicago 48 972 31 Electric wiring — White City Electric Company, Chicago 155 100 00 Kitchen and cafeteria equipment — Duparquet, Inc., Chicago 81 430 00 Walk-in refrigerators — Cork Insulating Company, Chicago.. 15 870 00 Refrigerator compressors and coils — Midwest Engineering and Equipment Company, Chicago 10 275 00 Elevators — Haughton Elevator Company, Chicago 45 277 00 Bids on the construction of these buildings were received on March 6, 1951, examined and checked by the architects for these projects and by the Physical Plant Department, and were reviewed by the Committee on the Chicago Departments at a meeting held on April 9. The Committee and the President of the University recommended awards of contracts as listed above and the same were approved by the Executive Committee. The awards are all to the lowest bidders-with the exception of the installation of elevators. In this case the architects and the Physical Plant Department recommended, the Committee on the Chicago Departments and the President of the University concurring therein, that the contracts for the installation of elevators in the two buildings be given to the second lowest bidder, the Haughton Elevator Company, Chicago, because (a) it was ascertained after the bids were received
