O n motion of M r . Livingston, authority was granted as requested, provided that the employment of a patent attorney shall be subject to approval by the Executive Committee of the Board.

PURCHASE O F HOUSING FOR FACULTY

(4) In 1947 and in 1948, the Board of Trustees authorized the purchase of thirteen residence properties in Urbana-Champaign for rental to members of the faculty. Two of these properties are adjacent to properties previously acquired by the University as areas needed for future campus expansion so that those two acquisitions will serve a dual purpose. It is desirable to extend this acquisition policy in order to provide additional housing needed for staff members who are joining the staff of the University September, ipso. Accordingly, I am recommending that the Board authorize the purchase of the following properties at the prices indicated: Purchase Price Appraisal 920 W. Charles Street, Champaign #16 500 #16 000 (Orin W. Rees, Owner) 201 W. Pennsylvania Avenue, Urbana. . 18 250 18 500 (Josef F. Wright, Owner) 1704 S. Race Street, Urbana 22 000 22 000 (Mrs. E. C. Wack, Owner) Estimated amount required for minor alterations and repairs I 250 Total appropriation required #58 000 O n motion of D r . USE OF UNIVERSITY PREMISES FOR POLITICAL MEETINGS

(5) At the meeting of the Board of Trustees on April 19, 1950 (Minutes, page 1068), I presented a proposal that University buildings and facilities in communications be made available to candidates for state and national offices from political parties recognized by the state of Illinois and to other responsible political speakers, subject to the approval of the President of the University. We have as a basis for this proposal a resolution of the Student Senate, endorsed by the All-University Forum Committee, that the present policy of the University, established by the Board in 1890, that "University buildings and grounds be not used for political purposes" be rescinded.. The Board referred this proposal to its Committee on General Policy; later the Committee on Buildings and Grounds was also asked to consider the matter since all members of the General Policy Committee are also on the Committee on Buildings and Grounds. The President of the Board requested the President of the University to inquire into the practices of other universities. Accordingly, on April 22, an inquiry was sent to presidents of universities in the Association of American Universities. This is a representative group, including thirty-five universities in the United States and one in Canada. Twenty are private and sixteen are state universities. A report summarizing the replies received from these institutions was made to the President of the Board. On his request it was sent to all of the other members of the Board under date of May 26, 1950. On April 26, 1950, the Chairman of the Committee on General Policy requested the Secretary of the Board to inquire into the practices and policies of all state universities. The Secretary of the Board addressed an inquiry to sixtytwo state universities and colleges, selecting them from the membership of the Association of Governing Boards of State Universities and Allied Institutions.
