QUARTERLY REPORT OF THE COMPTROLLER (30) T h e Comptroller presents his quarterly report to the Board as of June 30, 1950.

This, report was received for record.

AWARD OF CERTIFICATES OF CERTIFIED PUBLIC ACCOUNTANT (31) The Committee on Accountancy recommends that the certificate of Certified Public Accountant be awarded, under Section 5 of the Accountancy Act of 1943, to Lloyd Robert Ahlf, Indiana, and Cyril Hopkinson, California, who have presented evidence that they are holders of valid and unrevoked Certified Public Accountant certificates obtained by passing a standard written examination in another state or territory of the United States and who qualify in all other respects under this provision of the law. I concur.

On motion of Mr. Fornof, these certificates were awarded as recommended.

CONTRACTS FOR HOUSING REVISION OF UNIVERSITY STATUTES (32) The University Statutes provide that all "minor contracts and those involving the purchase of ordinary supplies, advertising and publicity material, and other routine matters in the ordinary operation of University affairs, shall be signed by the Secretary of the Board of Trustees and by the Comptroller of the University, to whom authority is hereby delegated by the Board for such purpose." T h e -expansion of student and staff housing on the Urbana campus has greatly increased the number of leases required for such accommodations. Approximately 500 leases with staff members and 6,500 contracts with students are entered into annually. It is desirable to centralize this in the office of the Director of Housing. T h e Director of the Physical Plant and the Comptroller recommend that the University of Illinois Statutes be amended to provide that: "All contracts and leases for board and rooms or other housing facilities under the jurisdiction of the University Housing Director will be executed in the name of the Board of Trustees by the Director of Housing or by those to whom he delegates authority to sign for him. Such contracts and leases shall be in a standard form approved by the offices of the Legal Counsel, Comptroller, and the Director of the Physical Plant and shall conform with schedules of charges approved by the Director of the Physical Plant and the Comptroller." I concur. O n m o t i o n of M r . L i v i n g s t o n , t h i s a m e n d m e n t w a s a d o p t e d . JAMES D. PHILLIPS ESTATE (33) As previously reported to the Board, Mr. James D. Phillips, Class of 1893, bequeathed to the University one-half of the residue of his estate to be used for scholarships. From the income of this fund, the sum of $250 is to be paid annually to an annuitant during her lifetime. T h e University of Wisconsin is the beneficiary of the other half of the estate. T h e estate is now ready for distribution. The University has been advised that it will be necessary to appoint a California corporation as trustee and the Security First National Bank of Los Angeles, executor of the estate, has been suggested. T h e Legal Counsel's office of the University of Illinois and the Attorney General's office of Wisconsin express doubts as to a legal requirement that a California corporation act as trustee. It is preferable that each University act for itself as trustee, but the size of the estate does not warrant extended litigation to establish this right.
