T h e contract specified that the vendor was to deliver 3,900 tons of coal during April and 3,400 tons of coal during May. H o w e v e r , due to the lack of coal deliveries during the coal strike of February and March and the depletion of the stock pile, the vendor was requested to make up for the previous lack of deliveries by delivering as much coal as could be unloaded d u r i n g April and May. A total of 14,586 tons was delivered. Since the coal received d u r i n g this period went directly to the stock pile, the coal could not be sampled in accordance with the terms of the contract — that the sampling be made from the automatic sampler in the coal conveyor leading into the P o w e r Plant. Random samples taken from the stock pile indicated that the coal purchased from Republic Coal and Coke Company was better than any coal that could be obtained elsewhere at a comparative price. T h i s r e p o r t w a s received for record.
