at frequencies from zero to one thousand or more megacycles per second, as the result of research work under a contract with the Office of Naval Research. As required by the contract, this device was disclosed to the Office of Naval Research which has expressed an interest in it. The Head of the Department of Electrical Engineering considers the device of fundamental importance and hence suitable for patent application by the University. T h e University Patent Committee recommends that the University of Illinois Foundation be requested to undertake a patent search and to secure protection for the device. In the event the University secures a patent, it must grant the Navy a royalty-free license under the terms of the contract. Should initial investigation disclose it would not be feasible to pursue the patent application, the Committee recommends that all rights to the invention be released to the Navy. 6. Ludwig F . Audrieth, Professor of Chemistry, and Ralph Gher, Jr., graduate student in chemistry, have developed a preparation of hydrazine derivatives of the phosphoric and phosphonic acids and their thio compounds and their aldehyde and ketone derivatives for use as agricultural chemicals. This substance appears to have an activity on plants equal to or greater than that of 2,4-D. If the initial evaluation is verified, it would appear that their discovery should be protected by patents. The University Patent Committee recommends that the University of Illinois Foundation be requested to negotiate with industrial organizations with respect to the development of, and secure patents for, this substance. Much development work by some industry remains to be done,,and no organization can be expected to incur the expense involved without some assurance of profit. Hence the Committee recommends that the Foundation be authorized to negotiate an agreement on an exclusive basis. 7. Ludwig F . Audrieth, Professor of Chemistry, and Earle S. Scott, graduate student in chemistry, have developed compounds which are carbonic and thiocarbonic derivatives of hydrazine and which appear to have some use as_ fungicides. Since the substances are not new, no product patents could be obtained. Limited use patents are of dubious value and the University Patent Committee therefore recommends that all rights to this discovery be released to Messrs. Audrieth and Scott to be developed as they see fit. 8. William J. F r y and Francis J. Fry, of the Department of Electrical Engineering, have developed a multiple beam focused ultrasonic irradiator. The device is unique in that it provides a desired sound intensity in a particular region by using an array of transducers, each producing a low intensity focused beam, in such a manner that the beams are crossed in the selected region. T h e University Patent Committee is of the opinion that even though patent coverage can be secured, the utility of the device would be so limited that the expense of securing a patent would not be warranted. Accordingly, the Committee recommends that all rights for this invention be released to the Messrs. Fry to develop as they see fit. I concur.

On motion of Mr. Megran, these recommendations were approved.

A M E N D M E N T O F POLICY AND RULES RELATING TO COMPENSATION A N D WORKING CONDITIONS O F NONACADEMIC EMPLOYEES (15) The Merit Board of the University Civil Service System of Illinois recommends to the member institutions adoption of uniform regulations relating to legal holidays, work week, overtime pay, disability leaves, and vacation allowances. The proposed rules a r e submitted herewith and in each case the change, if any, from the present policy of the University of Illinois is indicated. I. Legal Holidays A. Offices, laboratories, and shops will be closed and all employees in the System excused, except in emergency and for necessary operation, on the following holidays: New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, and Christmas Day. 1. Employees in prevailing rate groups will be compensated in accordance with local prevailing practice. a. If in any prevailing rate classification holidays in addition to those listed above are recognized in local prevailing practice, these holidays shall be recognized in relation to employees in these classifications in accordance with the condition herein provided.
