FOREWORD

The new Labor and Industrial Relations Building at the University of Illinois was formally dedicated on November 29, 1962- On that occasion, Professor George W. Taylor of the Wharton School of Finance and Commerce, University of Pennsylvania, gave the Dedication Address, "Freedom and Responsibility in Collective Bargaining." The Institute faculty, and others who had the opportunity to hear his excellent presentation, believed that the Address should be made available to a much wider audience — to students, other teachers and scholars, and labor and management practitioners who share Professor Taylor's interest and concern with public policy questions. The decision was made to reproduce the full text in printed form. The result is this booklet which includes, as well, a brief summary of the Institute's history and of events leading to the construction of the new building. For those of you who were present for the Dedication program, the booklet will be a memento. For those who were unable to hear Professor Taylor, the booklet will provide some of the highlights of the day.
