The requests for these assignments of funds have been carefully studied by the Committee on Nonrecurring Appropriations. Reports of the Committee, giving details on each item, are submitted herewith.

On motion of Mr. Herrick, these appropriations were made as recommended, by the following vote: Aye, Mr. Fornof, Mr. Herrick, Mr. Hickman, Mrs. Holt, Mr. Livingston, Mr. McLaughlin, Dr. Meyer, Mrs. Watkins, Mr. Williamson; no, none; absent, Mr. Nickell, Mr. Stevenson.

APPROPRIATION FOR GRADUATE FELLOWSHIPS FOR 1 9 5 0 - 1 9 5 1 (9) The Dean of the Graduate College recommends that an appropriation of $150,000 be made at this time for graduate fellowships for the year 1950-1951. The same amount was appropriated for the current academic year and is included in the preliminary budget estimates for next year. It is desirable that funds be committed now so that fellowship awards can be made and announced on April 1, 1950. I concur.

FEDERAL FUNDS FOR ADVANCE PLANNING (10) Public Law 352 enacted by the Eighty-first Congress provides additional funds to be loaned by the federal government to states and their political subdivisions to complete the plan preparation of public works. This is similar to a previous program under which the University received advances of funds for the plan preparation for the student and staff apartment building and the hospital addition at Urbana and the student residence halls and nurses home in Chicago. The new law provides that the federal government will advance 25 per cent of the agreed sum and the remainder of the costs will be paid when the plans have been completed and approved by the Community Facilities Service of the General Services Administration. The monies advanced by the federal government for any project must be repaid without interest whenever funds become available for the construction of that project. If it is not started within three years and the funds advanced by the federal government have not been repaid within this period, the University will not be eligible to apply for loans or advances on any other public works under the provisions of this law. I concur and request that the Board of Trustees adopt the attached resolution (see Appendix, page 981), authorizing the filing of an application with the United States of America for such an advance.

On motion of Mrs. Watkins, the resolution was adopted as recommended.
