through the Urbana-Champaign Sanitary District. This became effective July I, 1947, at a cost of approximately $6,000 a year. On May 22, 1048 (Minutes, page 1104), the Board approved in principle the financing by the University of an addition to the local sanitary sewer system to serve the temporary housing area on South First Street, at an estimated cost of $60,000. Engineering studies of this development are being made. Officers of the Sanitary District have now advised the University that a further addition to the central plant, at an estimated cost of $140,000, is necessary. A large portion of the increased flow is due to the University load. An estimate of the amount of University sewage indicates that the University's fair share of the cost of this addition would be about $25,000. T h e University is asked if it will accept this obligation and contribute to the project. The proposal is similar in principle to previous University participation in the costs of sanitary service and of improving West Springfield Avenue in Urbana. This expenditure, however, would be in the biennium 1949-1951, the budget for which is in preparation and is subject to appropriation of the funds by the General Assembly. T h e Director of the Physical Plant Department and the Comptroller recommend the acceptance of this obligation; the item has been included in the biennial budget estimates of the Physical Plant Department. I recommend that the Board give assent and authorize a provision for this expenditure in the biennial operating budget for 1949-1951, the actual payment to be contingent upon an adequate State appropriation.

On motion of Dr. Meyer, this recommendation was adopted.

AWARD OF CERTIFICATES OF CERTIFIED PUBLIC ACCOUNTANT (36) The Committee on Accountancy recommends that the certificate of Certified Public Accountant be awarded those candidates who fulfilled all of the requirements and who passed the C.P.A. examination which was given in May, 1948 (see Appendix, page 132). I concur.

On motion of Mr. Livingston, these certificates were awarded as recommended.

QUARTERLY REPORT OF THE COMPTROLLER (37) The Comptroller presents his quarterly report to the Board as of June 30, 1948. Copies of this report have been sent to all members of the Board in advance of this meeting.

This report was received for record.

REPAIR OF WALKS AND DRIVES IN TEMPORARY HOUSING AREAS (38) Recently bids were requested for repairs to the macadam walks and drives in the temporary housing area. The following bids were received: Illiana Construction Company, Urbana $19 800 Frank Somers Company, Urbana 19 100 A quotation was submitted by the Champaign Asphalt Company for the same work but using a plant-mix hot asphaltic concrete material, which we consider superior to the construction upon which we received bids. Although the quotation of the Champaign Asphalt Company was based on unit prices (20 cents a square foot for resurfacing with asphalt and for patching holes with macadam, and 30 cents a square foot for new construction), quantities required have been taken off by them and checked by our organization, indicating that this work can be accomplished by them at approximately $13,500. The Champaign Asphalt Company is the only local company in a position to furnish and place hot asphaltic material. Contractors from other cities would not bid on a project of this size, so that it is not possible to obtain competition on the use of this material. The Director of the Physical Plant Department and the Comptroller recommend that the two bids received on August 31 be rejected, and authority be granted to execute a contract with the Champaign Asphalt Company on a unit cost basis at an estimated total cost of $13,500.
