is a matter of no particular consequence to the pharmaceutical houses concerned whether they or the University hold the patent on Endomycin. It seems unlikely that royalties on such a patent would ever be realized by the University, since the three important companies holding royalty-free licenses will be well ahead of the others in their knowledge and facilities for producing Endomycin, and able to supply any quantities that are required, in the judgment of Professor H . E. Carter of the Department of Chemistry who has been directing the research work in this field. Other firms are therefore not likely to desire to obtain licenses to produce this antibiotic. There appears to be no doubt that the University and its individual members who have participated in the program will get their full share of credit for Endomycin, whoever holds the patents. The University Research Board recommends that the patent rights to Endomycin be released to Professors H . E. Carter of the Department of Chemistry and David Gottlieb of the Department of Horticulture, the discoverers. I concur.

On motion of Mr. Livingston, this release was authorized as recommended.

REQUEST OF THE ASSOCIATION OF GOVERNING BOARDS OF STATE UNIVERSITIES AND ALLIED INSTITUTIONS (5) From time to time the Board of Trustees of the University of Illinois has been invited to become a member of the "Association of Governing Boards of State Universities and Allied Institutions," and the invitation has recently been renewed. The Association is an organization of over sixty governing boards of state-supported institutions of higher education in thirty-two states and Puerto Rico. The Middle West is well represented. All of the Big Ten Universities, with the exception of Northwestern University, which is privately owned and therefore not eligible, and the University of Illinois, are members. The annual dues for the University of Illinois would be $120. T h e Association has an annual meeting usually in September or October.

On motion of Mr. Herrick, membership in this association was authorized.

REPORT OF TESTS OF COAL (6) In previous reports on contracts for coal for Urbana-Champaign Power Plant for 1949-1950 (June 25 and July 28, 1949) it was indicated that quarterly reports of tests of coal are to be made to the Board. The Physical Plant Department has submitted through the Comptroller the report of tests for the month of September, 1949, which is submitted herewith (see Appendix, page 935). T h i s report w a s received for record. AGREEMENT WITH BUILDING SERVICE EMPLOYEES U N I O N RELATING TO WAGE RATES FOR JANITOR SERVICE AT URBANA-CHAMPAIGN (7) In its meeting on May 21 and 22, 1948 (Minutes, page 1093), I presented to the Board of Trustees a suggested basis for agreement between the University and Local 119, Building Service Employees International, for establishing the principle of paying prevailing rates for janitor service on the Urbana campus. The statement was approved as the basis of further negotiation and I was requested to send the statement to the Executive Committee of the Board for its consideration and action. Following correspondence with the Executive Committee, the Committee approved a statement which included the following paragraph: The University base rate for Janitor shall be a rate agreed upon by negotiations in behalf of a large group of janitors engaged in work of a similar character under union contract in a representative group of Illinois cities including Chicago. At its meeting on July 21, 1048 (Minutes, page 10), the Board approved a further statement as to the interim relationship between the Union and the University pending the completion of final and detailed negotiations.
